Position: Safety Officer - Maintenance & Facilities Management


Department: Health, Safety & Environment (HSE)


Reports To: HSE Manager / Operations Manager / Facilities Manager


Location: UAE



Job Summary:


The Safety Officer is responsible for ensuring a safe, healthy, and compliant working environment across all maintenance and facilities management operations. This includes preventive and corrective maintenance, MEP works, HVAC systems, electrical and plumbing activities, civil works, cleaning operations, waste management, and operation of equipment and machinery. The role focuses on implementing, monitoring, and continuously improving the Health, Safety, and Environmental Management System (HSE-MS) in compliance with UAE regulations, international standards, and company policies.



The Safety Officer plays a key role in minimizing workplace risks, preventing accidents, and promoting a strong safety culture across all FM sites, workshops, and client facilities.



Key Responsibilities:



Health & Safety Compliance:



Develop, implement, and enforce HSE policies, procedures, and safe work practices in line with UAE regulations, Civil Defense, Municipality requirements, and company standards.



Ensure all maintenance and facility operations comply with HSE regulations and contractual safety requirements.



Conduct regular site inspections, audits, and safety walkthroughs across facilities, plant rooms, workshops, and operational areas.



Monitor compliance with Permit to Work (PTW) systems including hot works, confined spaces, working at height, and electrical isolation.



Ensure all equipment, tools, and machinery are safe, certified, and properly maintained.



Risk Assessment & Hazard Control:



Identify potential hazards related to maintenance and FM activities (electrical, mechanical, HVAC, chemical handling, working at height, confined spaces).



Conduct Risk Assessments, Job Safety Analysis (JSA), and Method Statement reviews.



Recommend and implement control measures to reduce risks and prevent accidents.



Ensure safe handling, storage, and disposal of chemicals, fuels, oils, and waste materials.



Incident Management & Emergency Preparedness:



Maintain a system for reporting, investigating, and analyzing accidents, incidents, and near misses.



Lead investigations and prepare incident reports with root cause analysis and corrective actions.



Coordinate emergency response plans including fire safety, evacuation, first aid, chemical spills, and generator or fuel incidents.



Support and conduct emergency drills and mock exercises.



Training & Safety Culture:



Conduct safety inductions for new employees, contractors, and visitors.



Organize toolbox talks, safety briefings, and awareness campaigns.



Train staff on PPE usage, safe work practices, emergency response, and hazard identification.



Promote a strong and proactive safety culture across all departments.



Monitoring & Reporting:



Maintain all HSE documentation including inspection records, training logs, permits, incident reports, and compliance certificates.



Prepare daily, weekly, and monthly HSE reports for management.



Analyze safety performance trends and recommend continuous improvement actions.



Contractor & Vendor Safety Management:



Ensure subcontractors comply with company HSE policies and site safety rules.



Review contractor risk assessments, method statements, and safety plans.



Monitor contractor activities to ensure safe execution of works.



Facilities & Equipment Safety:



Monitor safety aspects related to:



o

Electrical rooms and substations



o

Fire pump rooms and firefighting systems



o

Generators and fuel storage areas



o

Cooling plants and mechanical rooms



o

Water tanks and pumping stations



o

Waste management and hazardous waste areas



Qualifications & Requirements:



Education:



Diploma or Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or related field.



Certifications (Mandatory):



NEBOSH IGC



Additional Certifications (Advantage):



IOSH Managing Safely



First Aid & Fire Fighting



Confined Space Entry



Work at Height



Electrical Safety



Experience:



3-5 years of experience as a Safety Officer in Maintenance, Facilities Management, MEP, or Construction environments.



Strong knowledge of UAE HSE laws, Civil Defense, Municipality regulations, and international safety standards.



Skills & Competencies:



Strong knowledge of risk assessment and HSE management systems.



Excellent communication skills in English (Arabic is an advantage).



Strong reporting, documentation, and analytical skills.



Ability to conduct audits, inspections, and training sessions.



Proactive, detail-oriented, and problem-solving mindset.



Ability to work under pressure and manage multiple sites.
