Role Summary:
We are seeking a highly experienced Resident Engineer (RE) to lead the construction supervision and contract administration of large-scale marine and coastal engineering projects, including breakwaters, quay walls, revetments, land reclamation, and dredging. The RE will report to the Senior Supervising Engineer and will fulfil the role of the Engineer's representative on site, ensuring that the project is executed in full compliance with the contract, drawings, specifications, schedule, and safety standards.
Key Responsibilities:
Lead and monitor the work of site-based construction supervision teams (including AREs, inspectors, and support staff) to oversee all aspects of the project implementation.
Ensure that works are executed in accordance with the project design, specifications, contract documents, and relevant codes.
Administer the contract, including change orders, variations, claims, and correspondence.
Oversee construction of marine elements: breakwaters, quay walls, marine piling, scour protection, dredging, and rock placement.
Respond to contractor's construction submissions.
Monitor contractor performance and progress and chair weekly progress meetings.
Coordinate with contractors, subcontractors, designers, and regulatory authorities.
Enforce compliance with the Quality (QA) plan.
Enforce compliance with the Health, Safety, and Environmental (HSE) plan.
Issue site observation reports, non-conformance reports, site instructions, and technical clarifications as required.
Prepare and submit detailed progress reports.
Support resolution of disputes and provide recommendations on technical and contractual matters.
Minimum Qualifications & Experience:
Bachelor's or Master'S degree in Civil Engineering, Coastal Engineering, or Marine Engineering.
15+ years of professional experience in civil engineering construction, including at least 7 years in marine and coastal infrastructure projects.
Proven experience as a Resident Engineer on large-scale marine projects including dredging, reclamation, revetments, groynes, breakwaters, sea walls, quay walls, slipways, ro-ro berths, floating berths, fixed jetties, and beaches.
Strong knowledge of marine construction methodologies, equipment, and materials.
Familiarity with international construction standards and codes (e.g., BS, EN, ASTM, PIANC).
Experience with FIDIC-based contracts (Red Book, Yellow Book, and Blue Book).
Excellent leadership, communication, and negotiation skills.
Proficient in IT skills (e.g. Microsoft Office, SharePoint, AutoCAD).
Fluency in English (written and spoken). Arabic is a plus.
GCC project experience preferred.
Desirable Skills:
Chartered Engineer (CEng), PE, or equivalent professional registration.
Working knowledge of geotechnical and coastal engineering principles.
Working knowledge of environmental and permitting aspects of coastal works.
Familiarity with project controls tools (e.g., Primavera P6, MS Project, report templates).
