Job Summary:

We are seeking a highly experienced and certified

Resident Engineer - Civil

to take full charge of the supervision and management of all civil construction works on-site. The role is the primary on-site representative for the consultant and holds ultimate responsibility for ensuring the project is delivered on time, within budget, and to the highest standards of quality and safety, in full compliance with all contract documents and local regulations.

Key Responsibilities:

Lead and manage

the on-site supervision team, including Assistant Resident Engineers and Inspectors. Serve as the primary point of contact and authority for all on-site civil works.

Ensure and enforce

the execution of civil projects in strict adherence to: Approved drawings, specifications, and contract documents. Project-specific QA/QC plans and HSE policies. All relevant local authority regulations and codes.

Provide final approval

on a range of submissions, including but not limited to: Contractor's shop drawings, material submittals, and method statements. Material test reports, and site inspection records.

Manage and resolve

all site-related queries, RFIs (Request for Information), and CVIs (Confirmation of Verbal Instructions).

Review, evaluate, and certify

all contractor submissions with a focus on contractual compliance: Interim and final payment applications. Variation claims and EOT (Extension of Time) requests.

Assess and approve

the project's master construction program, look-ahead schedules, and resource allocation plans.

Chair and lead

all project-related meetings, including technical, progress, and coordination meetings with the client, contractor, and authorities.

Draft, approve, and issue

all official Minutes of Meetings (MoMs) and site-related correspondence.

Liaise and coordinate

effectively with all project stakeholders at a senior level: Clients, local authorities (such as Dubai Municipality, DEWA, etc.), contractor's management teams, and design consultants.

Monitor and enforce

quality control and safety standards. Issue Non-Conformance Reports (NCRs) and oversee the implementation of corrective/preventive actions.

Proactively identify and mitigate

project risks across all phases, from a technical, financial, and contractual perspective.

Mentor and provide technical guidance

to all members of the site supervision team.

Qualifications & Experience:

Education:

Bachelor's Degree in Civil Engineering (Mandatory). Master's in Construction Management or Project Management (Preferred).

Certifications:

Dubai Municipality G+4 Certified Engineer (Mandatory). PMP, Prince2, or equivalent Project Management certification (Preferred).

Experience:

Total:

18 to 25 years of relevant experience in engineering consultancy and construction supervision.

Availability:

Must be able to join within 30 days from offer confirmation.

Skills & Competencies:

Expert technical knowledge

of civil engineering principles, construction methodologies, and finishing works.

In-depth understanding

of local authority regulations, codes, and project compliance standards in Dubai.

Exceptional leadership, managerial, and decision-making skills.

Proven ability to manage and motivate large teams and resolve complex site and contractual issues. Proficient in reviewing and administering construction programs, project documentation, and contractual claims. Strong contractual and financial acumen. Excellent negotiation and communication skills with the ability to manage multiple stakeholders at a senior level. Fluent in English (written and spoken); Arabic is a significant advantage.
