Job Description

Key Activities, Responsibilities and Accountabilities

Activity: Reactor Engineering (RE) Responsibilities and Accountabilities:
  • Lead core design changes, own and maintain the design basis, margin management, design process, configuration management process and output documents to ensure effective and efficient reactor engineering operations.
  • Lead the implementation of Core Monitoring Program and Fuel Integrity Program and relevant processes and procedures to ensure compliance with standards and achieve safe and optimized plant operations.
  • Lead the technical support and troubleshooting of Core Protection Calculator (CPC)/ Core Operating Limit Supervisory System (COLSS) to maintain safe and reliable operations.
  • Ensure the appropriate support for Main Control Room (MCR) operators regarding Reactivity Management (RM) plans for planned power evolution, such as plant startups, shutdowns and transients to ensure safe operations.
  • Oversee the performance of Initial Criticality, Low Power Physics Test (LPPT) and Power Ascension Test (PAT) to ensure operational readiness.
  • Monitor the core safety parameters and performance of BNPP units to ensure safe operation of plant.
  • Oversee the performance of Core and Fuel Monitoring systems and equipment to ensure relevant systems and equipment monitor core safety properly.
  • Oversee plant\xe2\x80\x99s core design status and review documents to ensure timely and accurate core design and analysis of each unit in every core cycle.
  • Review Reload Safety and Licensing Checklist (RSLC) and Reload Safety Evaluation Report (RSER) and recommendations to determine any necessary improvements to reactor engineering safety procedures and policies.
  • Establish, updated, and implement a master schedule (P6) for Plant Reactor Engineering to ensure alignment of reactor engineering resources.

Activity: Support of Reactor Engineering Enhancement Responsibilities and Accountabilities:
  • Lead the implementation of RE initiatives affecting all BNPP units to ensure alignment across all units.
  • Oversee plant RE in the preparation and the conduction of World Association of Nuclear Operators (WANO) and Institute of Nuclear Power Operations (INPO) evaluations to ensure alignment with industry expectations and standards.
  • Provide technical support on ongoing core related issues to ensure operational safety and excellence.
  • Lead overall cycle management in cooperation with the Work Management Function and the Emirates Nuclear Energy Company\xe2\x80\x99s (ENEC) Nuclear Fuel Management division to ensure operational and safety excellence.
  • Oversee plant\xe2\x80\x99s reload core design status and documents transmittal to ensure alignment with performance and safety parameters.
  • Lead the preparedness and reliability of plant core management procedures to ensure safe and reliable reactor performance.
  • Lead Reactivity Management (RM) strategies and plans for planned power evolution, such as plant startups, shutdowns and transients to ensure alignment with performance and safety parameters.

Activity: Fuel Management (FM) Responsibilities and Accountabilities:
  • Oversee both new and spent fuel inspection to ensure alignment with standards.
  • Oversee plan for fuel receipt, fuel loading, fuel handling related action, and receiving NSA (Neutron Source Assembly) and troubleshooting technical issues during the campaign.
  • Approve core fuel loading sequence based on reload core loading pattern to ensure operational and safety excellence.
  • Lead the preparation, update and facilitation of Failed Fuel Action Plan to close current and prevent future issues.
  • Oversee the revision of Nuclear Design Reports (NDR) and operation support documentation delivered by fuel vendor to ensure accuracy and relevance of documentation.

Activity: Support of Safeguards Responsibilities and Accountabilities:
  • Oversee and provide support for safeguard enforcement activities especially maintaining nuclear materials records to fulfill the obligations under the Regulation for the System of Accounting for and Control of Nuclear Material and Additional Protocol (FANR-REG-10).

Activity: Staff Training and Qualification Responsibilities and Accountabilities:
  • Develop management expectations and communicate with department manager to ensure high level of safety and reliability of plant systems, structure and components.
  • Establish and oversee long-term training and qualification plan to align with corporate vision or management goal to achieve high level of safety and performance of the core management.
  • Oversee the conduction of required training, qualification and On the Job Training (OJT) by providing appropriate feedback on results and regards to ensure quality staff training.
  • Provide standardized Job Qualification Cards and Job Tasks of core management area for all units to ensure alignment across all units.
  • Evaluate performance of individual staff to develop necessary training, and provide technical guidance and leadership to subordinate personnel to diffuse knowledge.
  • Verify that training programs provide necessary technical knowledge and skills to ensure personnel are properly trained and qualified.
  • Verify that the Training & Qualification documents, Programs, Processes are standardized across BNPP to ensure alignment across units.

Activity: Budget Management Responsibilities and Accountabilities:
  • Prepare and consolidate the Section\xe2\x80\x99s budget and monitor financial performance during the year.

Activity: Operational Planning Responsibilities and Accountabilities:
  • Provide input into the development of the Division\xe2\x80\x99s systems, processes, and procedures, as well develop, and implement the Department\xe2\x80\x99s systems and processes, identifying potential areas of improvement to ensure efficient, effective, safe and risk-free operations as well as compliance with corporate and regulatory requirements.
  • Monitor, control, and report Operational and financial Key Performance Indicators (KPIs) related to the Department, to track performance and recommend corrective or mitigating actions.
  • Ensure that all relative reports are prepared timely and accurately and meet the Department\xe2\x80\x99s requirements and standards.

Activity: Health and Safety, Security, and Business Continuity Responsibilities and Accountabilities:
  • Ensure compliance to all relevant health, safety and environmental management policies, procedures, and controls across the Department by the delivery of the Health and Safety Management Program to guarantee employee safety, legislative compliance, delivery of high-quality services and a responsible environmental attitude.
  • Follow all relevant Security policies, processes, procedures, and instructions to ensure security compliance in all aspects of work, by applying them on self, others, and corporate assets.
  • Ensure the compliance with Business Continuity and Resilience requirements for adherence to policies, procedures and instructions related to the effective planning for, and response to, incidents and/or business disruptions in order to continue critical business processes and activities with minimal adverse impact.

Activity: People Management Responsibilities and Accountabilities:
  • Manage the effective achievement of the Organization\xe2\x80\x99s objectives by setting individual targets, developing, and motivating staff, and providing formal and informal constructive feedback and appraisal \xe2\x80\x93 in order to maximize subordinate and Department\xe2\x80\x99s performance.
  • Contribute to the development of UAE National employees in a manner which supports the objectives of the corporation and its Emiratization strategy.
  • Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities of UAE Nationals where applicable and maximize their effective performance.

Activity: Excellence and Quality Management Responsibilities and Accountabilities:

Communication and Working Relationships

Internal: Maintenance, Outage Management, Operations, Turbine and Refuel Services, Licensing, Safeguards and Export Control. External: Korea Electric Power Corporation (KEPCO), ENEC Fuels, Regulatory agencies, consultants, vendors and Service Providers.

Skills

Academic Qualification and Experience Bachelor\xe2\x80\x99s Degree 15 years of relevant experience.
Preferred: Bachelor\xe2\x80\x99s Degree in Nuclear Engineering or Physics. Years of Nuclear Power Plant Engineering experience and APR-1400, OPR-1000 or similar plant experience.
