. Category Specialist / Buyer Minimum Qualifications o B.Sc. Eng. or equivalent or Diploma in Mechanical/ Instrument/ Electrical/ Civil Engineering from a recognized university. o Middle east/Gulf experience will be an added advantage/preference o Proficiency in English Language (Speak, Read, and Write) o Understand and follow plant safety standards and procedures. o Able to write and express complex ideas, instructions and procedures. o Qatar based candidates will be an added advantage/preference Minimum Work Experience o 8-10 years work experience in a refinery or petrochemical Oil and Gas plant. o Adheres to and follows all safety policies, practices and procedures. o Adheres to and follows all HR and company policies, practices and procedures. o Follows instructions provided by superiors and understands, respects chain of command. o Actively supports customers and creates a teamwork environment. o Ensure the implementation of and adherence to Company policies and procedures which govern the purchasing of goods and services and the disposal of assets on behalf of the Company. o Capable of working independently, with a minimum of supervision. o Knowledge of current market trends and developments (to support operations). o Monitor and control compliance with complex agreements and tendering. o Vendor negotiations leading to contract or purchase order award. o Receives, verifies and actions purchase requisitions (PR's). o Documentation / Records in accordance with relevant policies and procedures. o Should have a thorough knowledge and hands on experience in respective fields. o Strong co-ordination & interpersonal skills o Working knowledge of procurement applications of SAP software. o Working knowledge in MS Office. Job Requirements (but not limited to) o Professional relationships with vendors / suppliers/ contractors-established / maintained. SAP KNOWLEDGE MANDATORY o Technical and procedural discussions with vendors / suppliers/ contractors-as required. o Preparation of bidders lists, Instruction to Tenderer, Tender Package and RFO. o Technical and commercial evaluation of vendors /suppliers/ contractors. o Negotiate the submitted bids. o Issue of purchase orders and of supply agreements. o Maintenance uncontracting system. o Preparation of Tender Committee submissions. o Issuing of tender enquiries and open tender documentation. o Evaluation of tenders and recommendations to Tender Committee participants. o Computer literate-Word processing, spreadsheet and presentation software packages. o Comfortable working with figures and calculations. o Understanding of contract, documentation and purchase orders terms and conditions. o Experience of services purchasing within the Petrochemical industrypreferably in Middle East region. o Knowledge of shipping and freight terms and conditions. o Position provides service to internal customers requires service orientation & good liaison and cooperation skills. o Role requires high level of personal and professional ethics and strict adherence to set policies and procedures at all times. o Expected to handle routine services procurement matters, and Individual tasks as directed by team leader.
