Title: Site Material Engineer Department: Site Operations Location: Middle East Reports to: Resident Engineer Job Summary To implement all aspects of the quality management systems and control site supervision activities provision related to the particular discipline across the project, to deliver quality installations in accordance with the contract documents, relevant international standards and local authorities’ requirements. Responsibilities Site Material Engineer
Keep, monitor and follow up as necessary and maintain complete record(s) concerning the execution of the works.
Inspection, sampling and testing of materials to assure that compliance with the contract specification.
Liaise with local authorities for necessary approval of concrete and asphalt mixdesigns, drawings...etc.
Review and forward comments on material tests and test procedures ( relvant to ASHTO.ASTM & BS standard) including but not limited to the following tests; Soil Testing: Index Properties (Atterberg Limits, Moisture Content, Classification),Grain Sieve Analysis (Sieves and hydrometer), Compaction Tests (Standard/ModifiedProctor), Strength Testing (Unconfined Compression/Triaxial Compression),Consolidation, California Bearing ratio, Permeability (Falling Head and Flexible WallPermeameter),Swell Tests Asphalt Testing: Mix designs, Marshal Stability and Flow, Asphalt Core Density, Hotbins pulls/gradation, Extraction/gradation, Asphalt oil content Concrete/Aggregate Testing: Mix designs, Compressive strength testing of cylinders, cubes and cores, Flexural strength testing of beams, Aggregates- Los Angles Abrasion, gradation, absorption, specific.
Periodic inspection of the asphalt and concrete batch plants and monitor/control quality of mix delivered to site.
Identify non-conforming work or materials, notify contractor and keep a record. Follow up corrective and preventive measure taken by the Contractor.
Review and forward comments on the contractor’s method statement for execution of the works.
Review and forward comments on the contractor’s technical submittals.
Attend site technical coordination meetings to discuss contractor (s) submissions, shop drawings, material submittals and construction related matters.
Carry out the final inspection for certification of final completion and handing over of the works.
Review and forward any comments on the Technical Query’s raised by the Contractor.
Inspect the work done by the contractor(s) to ascertain that work is executed in accordance with the Contract Documents and accepted practice.
Inspect the on-site and off-site materials to be used in the project and organize field and laboratory tests, conducted by others, on construction materials to ascertain their compliance with the specifications and determine it acceptability for use on the project.
Identify potential safety concerns and inform the Contractor (s).
Review the site progress and assist in the review of the contractor’s interim payment application.
Liaise with the RE/HOD for the effective implementation of the quality management systems and site supervision provision activities.
1. Project Interface
Assist RE in the supervision of the works designed by Atkins to ensure compliance with the Contract Documents.
Assist/support the site team and the respective RE with the implementation of quality management systems.
Assist the site team in the external and internal audits to ensure the effective implementation of quality management systems and work with the site team for resolution of non-conformance issues.
Liaise with the project supervision team, coordinate and resolve any issues of concern.
Review the Contractor’s Inspection Test Plan and all QA/QC documentation.
Inspect the works carried out by the contractor(s) and ensure the quality of the works meets the project requirements.
Analyse current methods of site supervision and provide recommendations for continuous improvement.
Implementation of all quality audits and work with site team for resolution of nonconformance issues.
2. Client Interface NIL 3. SO Office Interface
Liaise with the Sites Quality Manager (SQM) to identify any particular QA/QC issues
Liaise with the Sites HSE Manager (SHSEM) to identify any particular safety issues.
4. Design Office Interface NIL Functional Duties
Review of contractor’s technical submittal, shop drawings submittals, material submittals.
Liaise with local authorities for necessary approval of concrete and asphalt mix designs, drawings etc.
Carry out, witness all tests carried out by the contractor on-site and off-site soil, asphalt and concrete tests and review test reports.
Inspect the works, on-site material, off-site material to be used in the project.
Review quality procedures and effectively implement QA/QC plans across the project.
Identify any particular site safety issues and bring to notice of the Contractor/RE.
Line Management / Administrative Duties
Update and maintain the latest revision of all project documents
Review and forward submittals to the project team and/or other discipline engineers.
Assist the project site team during internal and external audits.
Coordinate leave request and discuss leave cover with the RE/HOD.
Prepare and submit all reports and maintain project records.
