Job Purpose:
Study and assess the purchase requests technically and commercially, conduct end-users and suppliers discussions and negotiations to ensure the provision of a specialized services related to procuring various types of materials and equipment to contribute in meeting the Company's objectives.
Key Accountabilities

• Provide advise and support the end-users in preparing the Annual Purchase Plan for the concerned disciplines.
• Review and analyse the User's Purchase Requisitions which include, but not limited to, the scope of work, quantities, specification, drawings, and authorization to ensure the completeness of technical requirements.
• Conduct preliminary review of the technical specifications, terms of supply and recommend changes if necessary; coordinate pre-bid meetings to facilitate discussions between the suppliers and end-users.
• Analyse the technical suitability and commercial viability, conduct techno-commercial negotiations with the suppliers, and prepare purchase orders in compliance with the Company's procedures, processes, and financial delegation of authority (FDOA).
• Coordinate / ensure the coordination of the procurement of materials for the timely support to the end-user in different disciplines.
• Coordinate with the warehouses and logistics' teams and end-users for the repair requisitions.
• Ensure that all local and international purchases are in accordance with the Company's policies.
• Review and update the procurement processes and procedures, and recommend the related improvement in alignment with the business objectives.

Desired Candidate Profile
Minimum Qualification

• Bachelor Degree in Engineering or an equivalent degree in Supply Chain Management.

Minimum Experience & Knowledge & Skills

• 8 years of experience in performing the procurement processes within a large industrial organization, preferably in the Oil and Gas industry.
• Good understanding of purchase requisitions, purchase agreements' preparation, supplier review and selection (technical and commercial evaluation), price negotiations, etc.
• In depth knowledge of international material standards.
• Analytical / negotiation skills with techno-commercial capabilities.
• Planning, organising, scheduling, co-ordinating, checking, examining, and recording.
• Expertise in applying total quality management concept to the procurement activities.
• Thorough knowledge of materials used in the Oil and Gas industry (Preferable).
• In depth knowledge of / experience in applying the oil and gas industry supply chain codes and standards (Preferable).
• Knowledge of the relevant HSE procedures and practices.
• Excellent verbal, writing, and presentation skills.
• Experience with IT applications relevant to the job.
• Knowledge of applicable UAE laws and regulations.
