The Purchasing Manager is responsible for driving value to the organization through proven leadership in the implementation of supply management processes which optimizes supplier relationships and reduces total costs, while providing best overall value for the goods and services being procured. They are responsible for directing the Purchasing staff and being the subject matter expert (SME) of the purchasing process specifically around the Source to Pay.
The Purchasing Manager is part of the Purchasing, Contracts and Supply Management Department of Corporate Finance and will work towards meeting the strategic priorities of the Purchasing Transformation Initiative under Operational Excellence as set by the Director of Procurement. They will work collaboratively with the appropriate departmental and BU Leadership Teams to establish the sourcing process for their required commodities and services and will assist the Supplier Relationship Manager in establishing and implementing a vendor management program. The Purchasing Manager will also work closely with the Contracts Manager in the negotiations of supplier contracts and will imbed the contract administration steps into the Source to Pay process. They will work closely with the IT Asset Manager in the continuing improvement of the technology asset lifecycle process with purchasing such assets for the organization. They will also be responsible for overseeing the day-to-day tasks of the buying team within the Purchasing, Contracts, and Supply Management department. They will prioritize the projects and workload that come into the department by the different business unit functions of TNC, which range from small, medium, and large-scale purchasing requests. They will develop and manage the RF(x) templates for the different commodities the organization purchases. The Purchasing Manager is responsible for the development and implementation of annual budgets for their team. They will act independently and exercise independent judgment to identify and solve procurement complex problems. They will design and manage multiple projects, directing work of staff, setting deadlines, and ensuring accountability, as well as design and plan new initiatives that will ensure department and organization-wide goals and strategies are achieved. The Purchasing Manager will direct or participate in negotiations for complex or sensitive agreements, and will ensure programmatic commitments, Conservancy policies and procedures, and standards are met and managed for compliance. Decisions that the Purchasing Manager will make may have program-wide impact and may bind the organization financially or legally. They will provide timely and accurate procurement reports and analysis to board members, project managers and BU Directors, and also develop, monitor, and forecast budget. The Purchasing Manager will provide purchasing expertise on land deals or other special projects and collaborate and or assist with our Grants Services Network personnel (GSN) on any procurement transactions utilizing public funds. Where applicable, the Purchasing Manager will manage and oversee local accounting vendors, as well as work with donor relation managers and Treasury on the receiving and processing of any donated/good services (in-kind gifts). They will also manage and oversee relationships with other vendors and service providers as needed. The Purchasing Manager will oversee day-to-day activities such as purchasing, processing invoices, negotiating, and contracting with vendors, ensure contracted vendors carry required insurance coverage and that appropriate documentation is obtained and maintained, and maintain confidentiality of frequently sensitive and emotionally-charged information. They will manage team accountability for strategic goals related to functional area, and supervise one or more administrative or professional staff, including training and professional development. This position may need to travel frequently and on short notice, working long or flexible hours as needed. The work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and or strain.

WHAT YOU'LL BRING

  • Bachelor’s degree and 6 years related experience or equivalent combination, including 2 years managing a purchasing department.
  • Supply Management / Supply Chain Management experience.
  • Experience leading and implementing multiple projects.
  • Experience generating procurement reports and analyzing and interpreting data.
  • Experience developing and administering departmental budget or equivalent.
  • Experience negotiating agreements.
  • Experience working with teams across an organization.
  • Supervisory experience including setting objectives, managing performance, and conflict resolution.
DESIRED QUALIFICATIONS
  • ISM certification or equivalent certification in a procurement/contracting professional body desired but not required.
  • Multi-lingual skills and multi-cultural or cross-cultural experiences are appreciated.
  • Ability to work in partnership with others in a collaborative or advisory role.
  • Demonstrated ability to conceive and write creatively for various audiences.
  • Experience developing, managing, and implementing goals, plans, and complex processes.
  • Expertise in current and evolving technology related to field of experience.
  • Expert knowledge of current and evolving trends in relevant discipline, preferably in a non-profit environment.
  • Proficiency in interpreting guidelines and manipulating, analyzing, and interpreting data.
  • Successful experience managing and implementing strategic program goals.
  • Superior planning and problem-solving skills.
  • Accounting degree and CPA accreditation.
  • Non-profit GAAP accounting experience.
