Overview

**This position will be physically located in Kuwait in support of LOGCAP**

Under the supervision of the LOGCAP V (Logistics Civil Augmentation Program) Task Order Manager, responsible for facilities engineering, maintenance, operations, and application of quality management programs to Public Works activities. Responsible for strategic planning and execution of projects assigned by the US government in the host nation AOR. This position will require the skills and abilities to effectively respond to customer RFPs for projects up to $800,000 while simultaneously executing minor repair projects as assigned. Must be able to manage competing demands of multiple projects ensuring effective execution while developing long term plans for upcoming requirements.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Provides and directs engineering, design, construction and maintenance services for existing and new infrastructure. Services include designing, engineering, constructing, and managing construction subcontractors for new permanent and temporary facilities in host nation, as well as remodeling and maintaining existing structures.

+ Must ensure all projects are managed effectively from inception to closure utilizing current Project Management processes and techniques.

+ Effectively plans future work to establish project schedules and budgets.

+ Develops schedules and workload requirements for the project team to ensure effective execution of all planned work.

+ Provides supervision of all projects and ensures all project stakeholders' schedule, budget, and quality requirements are met.

+ Inspects projects and provides timely updates to Sr. Management and the customer.

+ Develops and implements effective processes to enhance operations and ensures standard operating procedures are updated, thorough, trained, and implemented.

+ Utilizes various Project Management tools including but not limited to Earned Value Management Systems and Maximo to develop reports to monitor and control projects.

+ Ensures all direct labor and subcontractor personnel comply with all Environmental Safety and Health requirements.

+ Interpret and explain plans and contract terms to administrative staff, workers, and clients, representing the owner or developer.

+ Prepare contracts and negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors.

+ Performs other duties as required.

Qualifications

+ Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

+ High School Graduate

+ Bachelor's degree in an Engineering discipline from an American accredited college or university is required and experience cannot be substituted for this position.

+ Project Management Professional (PMP) LSS Black Belt, LSS Green Belt is highly desirable.

+ Must be a U.S. Citizen

+ Must be able to obtain and maintain valid Secret Clearance

+ A valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and host nation Driver's License, is required.

+ Experience:

+ Ten (10) years' experience in project or operations management with personal responsibilities detailed plan development and execution of multiple projects simultaneously.

+ Three (3) years' experience in facilities management or public works.

+ Experience in a military environment desired.

+ Knowledge of Microsoft Projects and Maximo is required.

+ Skills:

+ Excellent decision making and problem-solving skills.

+ Must possess good oral, written and listening skills.

+ Must be superior at time management and possess a high degree of motivation to exceed standards.

+ Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.

+ Strong leadership and analytical skills

+ Effective communication and organizational skills

+ Good interpersonal and people management skills

+ Ability to interpret CAD/As-built drawings

+ Supervisory Responsibilities:

+ Will have direct oversight of the Project Team.

+ Working Conditions:

+ Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

+ Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

+ Includes some industrial production environment conditions as well.

+ Physical Requirements:

+ Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

+ Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

+ Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

+ Must comply with all Fire and Safety Regulations and post policies.
