Public Private Partnership Advisor
The Roads and Transport Authority (RTA) in Dubai is seeking an experienced Public Private Partnership (PPP) Advisor to support its financial sustainability initiatives. This full-time role focuses on strategic planning, investment activities, and facilitating partnerships between RTA and the private sector through professional advisory services and feasibility studies.

Key Responsibilities:
- Provide strategic planning and professional guidance for Public Private Partnership initiatives to support RTA's financial sustainability goals
- Identify, evaluate, and develop operational and investment opportunities for partnerships with the private sector
- Conduct and supervise feasibility studies, financial modeling, valuation, and risk analysis for proposed projects
- Coordinate closely with internal and external stakeholders to align partnership opportunities with RTA's strategic objectives
- Prepare and present research reports, investment recommendations, and strategic proposals to senior management
- Ensure compliance with local laws, regulations, and international best practices for PPP projects
- Act as a subject matter expert for all PPP-related matters, offering insight and leadership during negotiation and execution phases
Requirements:
Education:
- Bachelor's degree in Finance, Accounting, or a related field from a recognized university
- Additional certification such as CP3P (Certified Public-Private Partnerships Professional), CFA, CPA, or a Master's degree is preferred
Experience:
- Minimum 11 years of relevant experience in financial advisory, public-private partnerships, valuation, and feasibility studies
- Proven track record in managing large-scale PPP projects, ideally in the transportation or infrastructure sectors
Skills:
- Expertise in project valuation, investment analysis, and feasibility assessments
- Strong knowledge of PPP frameworks and structuring
- Strategic thinking with excellent financial modeling and analytical capabilities
- Outstanding communication, negotiation, and presentation skills
- Ability to collaborate with multidisciplinary teams and senior leadership
- Proficiency in project finance concepts and risk management
