The Project Technical Lead will lead the end-to-end technical implementation, migration and integration of a Sanction Screening vendor solution. The role ensures regulatory compliance, system stability, secure integration and business continuity across all customer and payment screening channels. Key Responsibilities: 1. Project Technical Leadership: o Act as the single technical authority for the Sanction Screening project. o Own all technical decisions across design, build, testing and go-live. o Translate business, regulatory and operational requirements to detailed technical solutions 2. Project Implementation and Delivery: o Act as the technical owner of the project from design through go-live. o Coordinate all technical activities with vendor and system integrator teams o Govern system builds and environment setup plans o Ensure audit traceability and data integrity o Manage Parallel run, final cutover and safe decommissioning of legacy system. 3. System Integration: o Lead Integrations with: o Payment Platforms (SWIFT, RTGS, ACH, Instant Payments) o Enterprise Payment Hub o Customer/Business Channels o Faud Management Systems o Middleware / ESB / API gateway o Ensure support for ISO 20022, SWIFT MT/MX and local payment formats o Oversee secure real-time and batch data exchange 4. Compliance, Regulatory & Security Controls: o Ensure alignment with Central Bank and regulatory requirements o International sanctions lists (UN, OFAC, EU, HMT etc.) o Compliance with Bank Information security and cyber security policies. o Lead and support security reviews and penetration testing and remediation activities. 5. Testing & Quality Assurance o Define Test strategy and test data o Define and Govern SIT, UAT, performance, stress and failover testing. o End-to-end payment screening scenario testing o Integration testing with SWIFT and Other Payment channels o Support Security and vulnerability testing o Ensure screening accuracy, alert quality and response-time SLAs. 6. Project Documentation and Knowledge transfer: o Own and maintain all mandatory project documentations including: o HLD, LLD o Interface and API specifications o Message Mapping and Transformation documents o Security and Architecture documents o DR & BCP design o Test strategy and go live plan Official This Document is classified as Official o Lead structured handover to support teams. 7. Stakeholder & Vendor Management: o Act as primary technical interface between IT, compliance, operations and business teams. o Act as the technical coordinator with vendor and external system integrators. o Manage technical risks, dependencies and escalations. Qualifications & Experience: o Bachelor's degree in Computer Science, Information Technology, or related fields. o 10+ years of overall IT experience. o 5+ years in Technical Lead/ Project Technical Lead role o Proven experience implementing sanction screening / AML systems o Strong experience in legacy system replacement and migration projects Payments & Sanction Screening Domain Knowledge: o Solid understanding of Name and Transaction Screening o Understanding of Sanctions, PEP and other Black Lists used for transaction screening o Experience in optimization and fine tuning of Sanction Screening solutions for the efficiency and performance. o Experience in integrating sanction screening solution with payment systems and customer/business channels o Working knowledge of Domestic Payments (ACH, RTGS) and Instant Payments/Speed Transfers o Experience in Cross-border Payments - SWIFT ISO 20022 MX Messages related to CBPR+ and MT messages related to categories such as payments, trade, treasury etc. o In-depth knowledge and field level understanding of SWIFT MT and MX message formats. o Experience in implementing application security and vulnerability fixes. Technical Skills: o High level programming knowledge (java/.net, SQL/PL-SQL, Json, Shell scripting /java scripting). o Knowledge of Middleware / ESB platform o Sanction Screening Systems o API, Micro Services, o REST & SOAP APIs o Messages Queues (IBM MQ, Kafka) o Database: Oracle, MS SQL o Linux environments o Security: Encryption, Certificates, RBAC, Key Management Soft Skills & Leadership: o Strong technical leadership and ownership o Excellent communication with business, compliance and regulators. o Ability to translate regulatory requirements into technical solutions. o Strong problem solving and analytical thinking o Ability to work under tight regulatory deadlines o Effective vendor and stakeholder management. o Strong documentation, reporting and presentation skills.
