Job Purpose:

Defining and analyzing the information systems in the department, designing, testing, implementing, and developing new or modified applications, implementing and maintaining the database design for the new systems, and making modifications to ensure the achievement of the objectives of the Information Technology Department.

Providing support and assistance in the management and implementation of projects in all its stages, coordinating and following up the plans and elements of projects and related business environment relations, and carrying out all preparation, implementation, and documentation procedures.

Job Responsibilities:

- Preparing design plans and estimating costs of new systems in order to provide complex new business applications or to make improvements and modifications to existing applications to create projects using specific criteria in accordance with the methodology and strategy of the Information Technology Department.

- Conducting accurate studies and analyzes of the systems in the department to determine the system\'s operations for external use by the department\'s clients or internal use among employees.

- Studying opportunities that would contribute to improving the effectiveness and quality of work procedures, by conducting internal studies and studies in information systems to apply best practices.

- Contribute to managing partnerships with system development consultants, service providers, and external system and application designers to develop systems and software for joint exploitation between the various government agencies and the department.

- Participate in preparing project proposals.

- Participate in feasibility studies for the proposed projects and analyze their results.

- Coordinating project plans and following up on the initiatives implementing the operational plans in cooperation with the concerned units.

- Follow up on the project implementation procedures and document the achievements as planned.

- Contribute to the collection of all data and information necessary to measure operational performance indicators and formulate them to follow up on the progress of projects.

- Participate in preparing and negotiating contracts and identify changes and additions to agreements with suppliers, consultants, and clients.

- Coordinating with the concerned units regarding technical designs for projects.

- Providing the necessary support in preparing technical reports and following up on completion reports.

- Follow-up work plans and document the consumption of financial, material, and technical resources for projects, prepare reports for you, and submit them to the project manager.

- Coordination between the agencies executing the projects and the agency for the implementation of related projects.

- Provide support in the preparation of benchmarking studies and reference comparisons for projects and methods of implementation in accordance with best practices in coordination with the specialized units.

- Coordinating and communicating with companies and institutions executing projects and participating in their evaluation according to selection criteria.

Job Requirements:

- Bachelors/ Master\'s degree (or equivalent) in Computer Science or related curriculum with +5 years of relevant work experience.

- Experience in Multiple OS platforms with strong emphasis on Linux (Ubuntu), Mac OS X, and Windows systems.

- Certifications: PMP; CAPAM.

- Excellent troubleshooting and problem-solving skills.

- Ability to make sound decisions in a fast-paced, high-pressure environment.

- Excellent organization and technical documentation skills.

- Strong knowledge of ITIL processes like Incident, Problem Management.

- Fair Knowledge of Cloud Solutions such as Open Stack, AWS & Azure Cloud.

- Nationality: Arab national.
