The Project Services & Organisation Manager reporting to Project Director will be an integral part of the Project Management Team, working collaboratively within the AIP and PDE organisation, systems, procedures, and methods. Manage a project services team and support the Project Manager and team throughout all phases to jointly achieve the project objectives.
Function
Establish procedures, work processes and systems for the project services & organisation functions and implement project specific objectives within the project services & organisation team \xe2\x80\x93 all within the Company framework and according to contract requirements.
Ensure that the Project Management Team is provided with support and advice regarding P&O, administration, the project management framework and toolbox, and project services related questions.
Facilitate for good cooperation, communication and alignment between the base organization and the project.
Contribute to project resourcing strategies and project resourcing plans and ensure that sufficient P&O resources are allocated accordingly. Work closely with the Project Manager and liaise with PDE P&O resources to ensure that the project is resourced from either internal or external resource pools. PDE P&O resources will execute on recruitment process and related formalities.
Contribute to establishment of org. charts, job descriptions, manpower plans and budget, and required approvals and commitments and ensure these are maintained during the project.
Act as focal point and link between the base organisation and the project management team as required.
Ensure that a Project Management System framework is established and implemented. This includes processes, procedures, and project IT toolbox. Ensure that the systems are following Client and Regulatory requirements and meet Company standards. Facilitate a proper handover of project IT tools from base organisation during project mobilisation phase and that required training and system user guides are included.
Facilitate reviews and discussions with Client and Contractors to ensure right systems and work processes are set-up, best practices shared, and innovative ways of working is discussed. Optimise potential digital interfaces.
Ensure a structure is in place for mobilisation of project personnel (visas, local agencies for work permits, accommodation support etc.) in close co-operation with PDE P&O Manager. PDE P&O resources will execute the mobilisation related to individuals. Ensure site facilities including offices, IT-solutions, systems as required and ensure that housing, transportation solutions, insurances, and other facilities and services are in place.
Implement required onboarding structures for the project and implement and follow-up project onboarding- and training plans.
Implement system for performance reviews and support Project Manager with follow-up of performance of the project team in a structured manner and ensure it is acted on any personnel performance raised.
Provide support within project services related matters to Project Management Team and ensure that the project services team are delivering quality services and meet the objectives. Proactively lead and direct the work of the Project Services Team.
Monitor overall project resource demands and report resource constraints
Maintain organisation charts, job descriptions, manpower plans, and ensure that required approvals are obtained if changes are required.
Continue implementation and ensure that project processes and procedures meet the objectives and verify efficiency accordingly. Maintain the Project Management Plan and support the team with working within the project management framework. This also includes the project IT toolbox. Facilitate so that the toolbox allows standardised and disciplined reporting.
Responsible for follow-up onboarding and training for new employees in close collaboration with the relevant Manager.
Support Project Manager in performance reviews and follow-up of performance of the project team in a structured manner and ensure it is acted on any personnel performance raised.
Offboarding of project personnel.
Act as first responder to support project personnel in need, outside of working hours. Ensure that procedures are in place to cater for such events.
Provide support in the lessons learned process, including the tracking of implementation of these, and ensure that relevant items are fed back to the base organisation.
Prepare for and contribute to project reviews and support in audits.
Prepare plans and checklists for demobilisation and project close-out.
Provide Project Services support during the demobilisation and close-out phase.
Handover of project information and documentation to base organisation during project demobilisation.
Requirements
Broad experience within quality assurance work, HR, project management
Experienced Omega PIMS user
Organized mindset and systematic approach to work; self-starter/ proactive; able to multi[1]task competing priorities and still meet deadlines
Ability to independently prioritize tasks
Proficient in common computer applications
Demonstrate leadership, communication and interpersonal skills. Experience from working with multi-disciplined team
Excellent communication skills, both verbal and written English in report writing and presentations
