PROJECT PROCUREMENT MANAGER OFFSHORE Role Purpose: Jobs at this level are engaged in the management of materials procurement & control for assigned area (corporate / EPC projects) and will supervise the Procurement team in assigned area, while coordinating with project management team to ensure proper planning and preparation for project requirements.

KEY ACCOUNTABILITIES PERFORMANCE MEASURES Review all documentation at the project outset


and accordingly develop a comprehensive list of material requirements.


List of required materials comprehensive and accurate.


Provide information on procurement cycles to planning department to facilitate the development and issue of the Materials Schedule.


Accurate and timely information provided to Planning.


Identify, coordinate and recommend reliable suppliers so that a range of suitably competent source of supply is available


Recommendations on pre-qualification are accepted.


Diverse list of material suppliers


Review materials purchase requisitions including all relevant documents & records (e.g. Bills of Quantities, technical specifications, drawing, and quality and safety requirements.)


Material purchase requirements accurately identified.


Documents prepared accurately & on time.


Seek quotations from local & international suppliers, verifying material specifications and negotiating prices where appropriate.


Material quotations fits specifications indicated in contractual agreement


Best prices agreed Carry out or arrangement for the technical &/or


commercial evaluating of bids from suppliers to ensure that specifications are met.


Evaluation carried out in an accurate & timely fashion.


Consider & evaluate alternative material specifications to those specified, recommend solutions & seek approval for variations from Project Management Team and/ or client.


New material types & sources identified & recommended


Review necessary purchase orders and related documents so that materials can be acquired in accordance with requirements.


Purchase orders & other documents prepared to requirements.


Monitor the purchase order process so that correct procedure is followed and appropriate payments can be made at the correct times and against agreed milestone/ documents.


Smooth & effective administration systems in place


Monitor expediting activities ensuring that all requirements are met so that materials and vendor documents are delivered to site on or before contractual delivery dates.


Purchase orders expedited & all problems identified & resolved.


Carry out or arrange for the technical and quality inspection of materials supplied to ensure that specifications are applicable to codes and standards


Technical inspections carried out and documented


Material meet technical requirements.


Liaise with others within QCON & with external parties, e.g. clients, suppliers & shippers to ensure efficient & timely receipt of materials requisitions.


Timely communication of material requisitions Material traceability and delivery on time


Monitor the processing of claims to supplement shortage or to receive


Claims effectively resolved with a minimum of delay.

personnel SKILLS, KNOWLEDGE; QUALIFICATIONS & EXPERIENCE


Relevant Degree in BSc. Engineering, Supply Chain, Marketing or equivalent. Post-graduation qualifications desired


Minimum 10 years' comprehensive experience in Procurement, Purchasing, Logistics and Supply Chain Management


Thorough exposure to various commercial and contractual matters Minimum 2 years' experience as Manager or Head of multiple disciplines Substantial technical and commercial experience in EPC and maintenance projects in Oil & Gas


projects High level commercial and contractual experience in Qatar market Excellent leadership skills Substantial budget and cost control experience High level planning and organizing skills Well developed organizational awareness Excellent communication skills in English; Speaking, reading and writing. Arabic Preferred Decisive and capable of good judgement Strong negotiating and influencing skills Profit orientation and cost conscientiousness
