Project Manager - KSA - 12 months contract

We are currently looking to hire a Project Manager based in KSA, Tabuk Province, to lead the team and have an overall responsibility for the delivery of project services across the project.
The Client has requested the services of a qualified consultancy team to provide advisory / strategic consultancy services during the development stages of a high-profile tourist and luxurious destination located in KSA.
Serco will be delivering consultancy services in providing high-level Scope of Work as well as deliverables for a range of Facilities Management studies, required to support the development of a comprehensive FM strategy and detailed FM Implementation Plan.
Reason for the role
In line with the wider group strategy, the contract will be the key catalyst in growing Serco's reputation and involvement in Giga-City Projects. The consultancy team's role is to support the Programme Project Manager and Project Director in the lead and delivery of Serco's contractual obligations by ensuring the successful implementation of deliverables set forth.
The Project Manager will be directly reporting to the Project Director.
Technical and Professional Skills
15 years minimum experience in civil/construction related delivery, with emphasis on building projects/refurbishments and in particular complex lifecycle programmes. 7 years minimum experience in a senior role in consultancy services. Strong technical skills in all aspects of project service delivery. Proven track record of managing multiple workstreams, multi-national teams. Asset Management Experience is preferred. Proven analytical capability and problem-solving skills Negotiation skills
Knowledge
Excellent knowledge and understanding of all project management activities Must have specific knowledge of municipality building regulations in the area we operate. Excellent planning abilities, an analytical approach to problem solving and a good knowledge of built environment technology. Must be conversant with the requirements of all current relevant legislation, building codes and international standards (ISO). Excellent communicator at all levels with the ability to demonstrate strong technical knowledge, advice, and guidance to support the client and key stakeholders. Highly motivated, flexible individual with energy and drive. Computer literate - MS Office, Excel, MS Projects etc.
Qualifications
Holder of a degree or diploma in a relevant engineering discipline. Qualification in project management/project methodology (PMP, Prince 2) preferred Demonstrate good man-management, leadership and interpersonal capability
Key responsibilities will include:
Planning and coordination of all related project deliverables across the lifecycle of the project. Receive project requirements from clients and stakeholders and develop these into schemes and specifications and compile budgets. Undertake feasibility studies to assess the suitability of a proposed solution. Responsible for managing the resources appropriately to ensure that tasks are carried out in line with the specification and programme. Meet the Key Performance Indicators (KPI's) deliverables as per the contract Service Level Agreements (SLA's). Production of progress reports, FM documentation to the required standards. Support, and undertake other tasks as directed by the Project Director. Overall project management, stakeholder management, budget/cost management, time management, communications management etc. Responsible for performance oversight of all contract work scope elements, associated deliverable development and submittal, and other contracted services; Review work performance, project plans, and project schedules with the client program team. Lead any discussions associated with developing new work scope, modifying existing work scope, or updated the project plan, schedule, and associated budgets; Liaise with client, staff and external consultants at all levels in matters relating to contract delivery; Manage and direct projects in accordance with Serco's strategic plan, with an emphasis on standardisation of policies and procedures; Prepare progress and executive reports Manage the collection, distribution and storage of information and reports; Assist the Programme Director in ensuring the integrity of the intent and operation of the management reporting system, with all issues raised and addressed at the appropriate level; Management of matrixed Serco resources from other business units and divisions to fulfil contract requirements subcontractors, and suppliers. Support the Programme Director in developing the strategy and a sustainable business-operating model to best operate Supporting the organizational set up for delivery, safe guarding the final implementation Conduct related on-demand studies and analyses. Development Process management and design Project management support Conduct quality control for work performed Develop clear escalation procedure to overcome any shortfalls in service quality provided. Investigate any shortfalls in service quality and propose/implement mitigation plans. Responsible for the execution of a successful Project Management program and the management of ad hoc works, as per agreement with the client Develop, monitor and review all project lifecycle works for the contract; Provide advice to the Programme Director on the activities, developments and changes within the services covered under the Contract and their impact upon the provision of those services; Direct, assist, support and advise, ensuring the implementation of changes necessary to meet evolving service delivery standards; Regularly meet with Programme Director to keep them informed of decisions affecting their areas of operation and to ensure a uniform application of Serco's policies and delivery of services. On-going management of the Risk Management program; Contribute towards the preparation of project budgets Meet agreed budgets (commitments) and business planning outcomes To protect information assets including both electronic and paper based from all threats whether internal, external, accidental or deliberate.
Additional / specific features of the role
Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards. Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy. To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Serco organisational HSE responsibilities. Ensure compliance with all training requirements of Serco and ensure adherence to these requirements at all times whilst in employment. Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak-up process. To perform any other reasonable duty as instructed by Serco management.
