Job Summary Project Manager will lead a Roles and Missions workstream to review existing client organizational capabilities. The SME will operate as part of a diverse Team of highly trained professionals located in Abu Dhabi, UAE and coordinate with a remote pool of functional experts as required. This position requires experience defining civil defense planning assumptions and developing capabilities development plans to achieve the organizations target mandate and missions. Areas of focus for capability development include: Search and Rescue, Coastal Security, Border Protection and Security, Critical Infrastructure Protection, Ambulance Support to Rural areas, Homeland Security/Civil Defense, Counterterrorism, Crisis Response and support to Domestic Strikes. SME must have experience in developing capability development plans, including defining core mission areas and defining core competencies to enable these capabilities. Experience applying the DOTMLPF framework to assess the existing organizational design, identify capability gaps, and formulate solutions is desired. The SME must be familiar with military support to civil authorities roles, responsibilities and functions, and how those concepts and capabilities can be scaled and adapted to support establishing the desired client capabilities. Essential Functions

• Apply operational and strategic level experience to support the Roles and Missions Review workstream
• Provide a coherent vision for the application of the Roles and Missions Review to support integration of Civil Defense, Border Security, and Counterterrorism Roles
• Crosswalk existing Strategy to Strategic End states to derive Core Mission Areas and supporting Core Competencies
• Define civil defense roles, responsibilities and polices to guide the identification and development of required client capabilities
• Develop frameworks for Missions Assurance Assessments for Core Mission Areas and Competencies
• Coordinate, as required, with the remote pool of functional SMEs for specialist on-demand support
• Provide a written report and high-level presentation to the client leadership on the outcomes and recommendations from the Roles and Missions Review
• Identify and document Lessons learned throughout the Roles and Missions Review process
• Coordinate with Corporate Leadership and the customer to ensure on-time completion of the Roles and Missions Review and associated deliverables
• Exhibit culturally appropriate interpersonal and negotiation skills

Required Qualifications

• Retired Colonel (US, NATO, Australia) with extensive operational Force Structure Design or Capability Development experience
• Excellent written and verbal communication skills
• Demonstrated ability to work with minimal oversight in a variety of roles
• Demonstrated management and planning skills
• Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
• Possess active Secret or higher security clearance or the ability to obtain an interim clearance
• Possess a valid National Passport (with more than 6 months to expiration)

Education and/or Experience:

• Previous work experience in the Middle East is preferred
• Master?s Degree in military science, national security studies, or a related field
• War College Graduate or NATO equivalent
• Ten or more years of military experience in the JCIDS Process or Roles and Missions Reviews
• Experience with force design, equipment and manpower documentation, and resourcing on service-level staff
• Served as a member of a joint or major component command within the last five years
• Work history in the Middle East desired
