Ensure strict compliance with Dubai Municipality (DM) regulations for
both commercial and residential construction
, while delivering projects on time, within budget, and to high-quality standards.
2. KEY RESPONSIBILITIES
A. Project Planning & Execution
Develop detailed plans for mixed-use, commercial, and residential projects--including villas, apartment buildings, and staff accommodations.
Review structural, architectural, MEP, facade, finishing, and landscape drawings for both commercial and residential standards.
Supervise site construction activities across:
Foundation & structural works
Masonry, plaster, waterproofing
Residential-grade finishing, joinery, tiling, painting
MEP works suitable for villas & apartment projects
Manage contractors, consultants, and suppliers to ensure technical specifications are followed.
Conduct routine site inspections for quality, schedule adherence, and safety.
B. Dubai Municipality & Regulatory Approvals
Handle approvals for both
commercial and residential
permits including:
Building Permits
Structural approvals
Fit-out approvals
Trakhees/DDA/Freezone submissions
DEWA and Civil Defense NOCs
Ensure alignment with DM regulations and building codes specific to:
Residential load-bearing walls
Villa setbacks, height restrictions, facade guidelines
Apartment building requirements for parking, waste rooms, fire safety, elevators, accessibility
Commercial requirements for warehouses, cold stores, food-processing areas
C. Residential Construction & Fit-Out Expertise
Manage construction of
villas
(G+1/G+2), apartment buildings, townhouses, and residential interiors.
Oversee high-end finishing and joinery works as expected in villas.
Ensure compliance with:
DM Green Building Regulations
Fire & life safety rules
Insulation, ventilation, drainage standards for residential living areas
Coordinate interior design, layout changes, material selection, and landscape/softscape works.
D. Cost Control & Commercial Oversight
Prepare budgets for residential and commercial projects with accurate BOQs.
Negotiate contracts, evaluate quotations, track variations, and manage project cash flow.
Validate contractor invoices and ensure transparency and cost discipline.
E. Stakeholder & Tenant Coordination
Liaise with tenants (residential & commercial) for handovers, modifications, and upgrades.
Collect user requirements for villas, apartments, and commercial facilities and translate them into technical scopes.
Work closely with Operations, HR (for staff accommodation), Food Safety, Finance, Procurement, and Leasing teams.
F. Safety, Quality & Risk Management
Oversee HSE compliance for both residential and commercial sites.
Implement quality control processes for structural, finishing, MEP, and facade works.
Identify construction risks early and implement mitigation strategies.
3. QUALIFICATIONS
Bachelor's Degree in
Civil Engineering
(mandatory).
5-10 years UAE experience with BOTH:
Residential buildings/villas
Commercial/industrial facilities
Proven history of managing villa construction, residential refurbishments, commercial fit-outs, and warehouse builds.
Strong knowledge of DM, DDA, Trakhees, Freezone authorities.
UAE driving license is a must.
Knowledge of written and spoken Arabic and English is a must.
