Job Description

We are looking for a Project Controls Manager for an EPCM project. The Project Controls Manager will provide the tools and systems necessary to manage effectively and proactively, report and control the EPCM. Includes estimating, planning cost and schedule metrics and tools, collecting performance data (hours, installed quantities, trends, and other progress measurements), tracking data, analyzing (earned value, productivity, and risk analyses), and reporting with the company's accounting and management information systems to facilitate meeting company performance and financial goals. You will also identify and track all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are given visibility with the business and project teams.

Project Controls Manager provides oversite and coordination of EVM methodologies through development of internal training tools, coaching, auditing of deliverables, and defining requirements for engineering and construction contracts. Experienced with a variety of the fields concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. The role involves managing a team of project controls professionals and collaborating with stakeholders including managers, engineers, consultants and contractors to ensure project success. The Project Controls Manager assures procedures and best practices are applied to the project, as appropriate, and recommends changes where required. Manage and mentor project team to ensure that staff has an understanding of what is expected of them and has the necessary skills to execute the requirements. Directs the preparation and presentation of project estimates and cost forecasts. Supports project organizational and administrative activities. Provides non-routine cost engineering/planning and scheduling guidance. Identifies, analyses, and provides innovative solutions to cost engineering and planning/scheduling issues.

1. Translate global strategic initiatives into procedures to be implemented on projects.

2. Develop and ensure full implementation of company processes and procedures, as well as industry best practices with regard to project controls.

3. Establish and manage project schedule development, review and update processes and to ensure accuracy and alignment with the overall master schedule.

4. Support project management through development of cost and schedule baselines, status updates, progress and performance evaluation, variation analysis and change management, forecast to complete, and project reports.

5. Coordinate with cross-functional team in project setting, ensure project controls team members are interfacing with engineering, procurement, contracts, and construction on concepts and relationships to the scope of work/service and ensure adherence to safety and quality standards.

6. Identify and communicate design changes, scope changes and schedule slippages and potential impacts and participate in the identification of mitigations. Ensure trends of cost and schedule are identified, manage change management process and communicate and suggest corrective actions.

7. Establish a risk management protocol which includes identification, documentation, mitigation, and tracking of potential risks on the project. In addition, determine potential cost and schedule/progress impacts of potential risks as they are identified.

8. Ensure the accuracy of reported progress percentage based on the rules of credit established within the project. Develop progress measurement process for required scopes of work/service.

9. Guide and direct resolution of project difficulties and complex project control issues. Strong analytical skills required to review all project controls information and ensure accuracy as well as identify issues, concerns and potential mitigations.

10. Interact with the Project team and stakeholders and participate in regular project meetings. Gather information and prepare reports and presentations of information as needed on the project.

11. Assists in coordinating engineering and construction activities in conjunction with overall project schedule requirements.

12. Preparing analyses and reports on expenditures, progress, commitments, budget performance and schedule performance.

13. To ensure accurate bills of quantities for each scope of work/service and close liaison with engineering and procurement to ensure that scope is accurately awarded to contractors.

14. Generating critical milestones for the construction stage for inclusion in tender documents through detailed discussions with the Project Director, and evaluation of interfaces between buildings / infrastructure.

15. Utilize effective communication and facilitation skills across the organization to resolve issues and eliminate roadblocks/distractions.

16. Collaborate with project managers and engineers to ensure project objectives are achieved within scope, schedule, and budget constraints.

17. Responsible for the Project Financial Statement Report (financial reporting).

18. Provides technical direction, training, day-to-day supervision and coaching to project assigned Project Controls personnel.

19. Pursue and drive a culture of zero harm and ensure all aspects of the work are completed in adherence to the Safety, Health, Security and Environmental standards and systems.

20. Perform other duties as requested.

Requirements

Education:

Bachelor's degree in an Engineering discipline.

Master's degree.

PMP Certification is highly desired but not required.

Post Graduate Diploma in Cost and Management Accounting / equivalent (advantageous).

Experience:

15+ years experience in a leadership role managing project controls for large mining projects.

8 years of experience in the Engineering, Procurement, and Construction Management EPCM industry.

Special Skills & Knowledge:

Technical Skills:

Advanced knowledge and understanding of project management, project planning, progress

measurement and reporting, risk management, contract administration, document control,

business support, time, and cost estimating, cost control principles and reporting.

Knowledge and understanding of how engineering interacts with procurement and

contracting, construction and commissioning disciplines throughout the project lifecycle.

Proven track record in planning, coordinating and supervising teams of cost engineers and

planners.

Large scale applied project experience with a proven track record of managing multiple

projects simultaneously, is a plus.

Expertise on Primavera and Microsoft Projects is required.

Intermediate to advanced knowledge of Microsoft Excel and Word.

Working knowledge of web-based project management systems.

Soft Skills:

Excellent communication skills, both written and verbal in English.

Ability to build positive relationships and develop support from a wide variety of

stakeholders.

Ability to plan, coordinate, organize and manage a team at an advanced level.

Ability to lead, motivate and inspire others, transfer expertise, and provide a coaching role to others in terms of best practice.

Ability to handle complex problem-solving tasks, applying appropriate analysis and

consideration of high-level technical detail.

Conflict management, facilitation, and negotiation skills.

Ability to write complex documents, such as reports, papers, detailed letters and emails.

Excellent interpersonal skills.

Ability to work in a fast-paced environment.
