Job Description

Project Execution is a key value driver in APM Terminals. Our ability to build a terminal, establish an operational organization and secure commercial business delivers real NPV to APMT. If we fail to deliver it hurts APMT long term and equally if we are able to improve on the original plans for a project we can secure incremental value for APMT.

The objective of this position is to ensure the necessary project controls systems and measures continue to be developed, managed and operated as the project ramps up following its transition from head office to site. The Project Controls Manager is a key project position, taking a unique cross-project view that coordinates and ensures the quality of information flows throughout the project, the health of the project is accurately monitored, and provides structured systems to support informed decision-making and successful delivery to budget, scope, time and quality.
PRINCIPAL ACCOUNTABILITIES AND RESPONSIBILITIES
General
  • Develop and maintain the overall integrated project progressed and baseline schedules, in compliance with APMT standards.
  • Develop the high level ‘what-if’ scenario planning in support of project decision-making.
  • Oversee the performance of suppliers (from a schedule, risk, change and cost perspective).
  • Direct the implementation and management of the cost estimating and estimating approach, being accountable for the provision of time-phased project cost data, including VOWD, EAC and ETC.
  • Drive the Change Management process.
  • Support the development of Earned Value metrics as required.
  • Support the integration and management of the resolution of issues between workstreams.
  • Ensure all project progress metrics are defined and maintained to provide the project’s management team with accurate performance and forecasting information.
  • Ensure project risk management processes is in place and adding value.
  • Develop reporting materials for internal and external stakeholders.
  • Maintain and optimize documentation management approaches for the project, in line with APMT standards
  • Support the project’s compliance to the APMT gate review methodology.
  • Undertake technical project controls training to the project team.
  • Be the project management system (PMWeb) superuser and ensure PMWeb effective roll-out within the project team, and the project suppliers.
  • Set-up the overall master baseline schedule, using initial project tender schedules and incorporating baseline schedules from consultants, contractors and suppliers in line with company standards (WBS, scheduling and EVM).
  • Maintain and progress the project master schedule(s), identifying and analyzing delays and working with subject matter experts to develop mitigations and schedule optimization opportunities and alternative delivery strategies.
  • Directly liaise with the project team and third party (i.e. consultants, contractors and suppliers) planners to obtain insight to potential delays, validate data integrity and support schedule improvement initiatives.
  • Manage all scope changes to the schedule(s).
  • Support planning workshops.
  • Lead the development of bid and change proposal schedules.
  • Produce and develop routine schedule progress reports, including metrics to assist with project and management decision-making (i.e. float-path analysis).
  • Monitor vendor progress and delivery status in a transparent manner (progress and delivery maintain the responsibilities of the consultants, contractors and suppliers).
  • Ensure the project is aware of future activities and develop plans to address key activities such as end-phase activities, milestones and deliverables, in a timely manner.
Controls & governance
  • Implement and uphold APMT’s WBS, scheduling, EVM and reporting standards.
  • In line with corporate standards, implement best in class planning practices across the construction project and ensure they are consistently deployed by all parties.
  • Monitor and assess scheduling opportunities, risks and subsequent mitigation strategies, and track such risks through input into the project risk register.
  • Provide structured feedback to the PE team.
Communications
  • Ensure clear communication is maintained within the asset delivery team.
  • Meet regularly with (the planners of) consultants, contractors and suppliers to maintain full
Interfaces
  • Work closely with the Technical leads ensuring that:
    • dependencies from elements outside the team’s responsibilities (e.g. operations, commercial, legal, HR, etc) affecting asset delivery are well understood, and
    • the Interface, Civil, Equipment and IT Managers understand impacts of schedule changes on asset delivery.
Scope: Domestic
REPORTING AND SCOPE:
  • The reporting line will be to the Project Manager
  • Functional reporting line to HQ (Head of PMO)
  • Reportees: Cost Engineer / Project Administration Lead
CRITICAL QUALIFICATIONS/SKILLS/EXPERIENCE
Qualifications
  • Degree qualified in a technical or project management-based discipline is desired.
  • Project management qualification / certification is preferable.
Experience
  • Ideally the candidate has had 10-15 years of relevant project delivery experience, showing increased responsibilities and having direct working experience in the main project controls areas (i.e. scheduling, risk management, cost etc.).
  • Minimum 7 years of specific project controls multi-disciplined experience, with scheduling/planning being a must (scheduling, risk management, cost engineering, document management and change management).
  • English language fluency.
  • Preferably contractor management experience.
Systems Knowledge
  • Primavera scheduling software P6 experience (required)
  • MS Office
  • Experience with Electronic Data Management/Document Control system
