Role Overview:

We are currently looking for a highly experienced

Programme Expert

to lead and oversee the delivery of

Civil and Stations Contract Packages

within a major

High-Speed Rail (HSR)

programme. The ideal candidate will bring deep technical expertise, strategic programme oversight, and a proven track record in managing large-scale rail infrastructure projects, particularly within the Middle East region.

Key Responsibilities:

Lead the planning, coordination, and execution of civil and station works packages across the programme lifecycle.

Oversee contract administration, ensuring alignment with programme objectives, timelines, and budget constraints.

Collaborate with engineering, procurement, and construction teams to ensure seamless integration of civil and station works.

Provide expert input into tendering, contract negotiations, and claims management.

Monitor contractor performance, ensuring compliance with technical specifications, safety standards, and quality benchmarks.

Interface with government authorities, consultants, and stakeholders to ensure regulatory and environmental compliance.

Identify and mitigate programme risks, ensuring proactive resolution of issues.

Prepare and present progress reports, dashboards, and strategic updates to senior leadership and stakeholders.

Qualifications & Experience:

Bachelor's or Master's degree in Civil Engineering, Construction Management, or a related field.

----------------------------------------------------------------------------------------------------

Minimum 15 years

of progressive experience in

high-speed rail infrastructure

, with a strong focus on

civil works and station development

.

Proven experience working on

mega infrastructure projects in the Middle East

.

Strong knowledge of international standards, FIDIC contracts, and regional regulatory frameworks.

Demonstrated leadership in managing multidisciplinary teams and complex contract interfaces.

Excellent communication, negotiation, and stakeholder management skills.

Preferred Attributes:

Chartered Engineer or equivalent professional certification.

Experience with digital project controls and BIM integration.
