Job Description

A major government entity in Dubai is modernising its customer-facing online services, now on Oracle Siebel CRM and Oracle SOA. We're adding a custom Angular UI that consumes Siebel-exposed APIs and follows local UI/UX and e-government standards. You will own the delivery roadmap and serve as the single point of contact between an eight-person distributed squad and senior stakeholders.

Key responsibilities

Refine and prioritise the product backlog; write user stories and acceptance criteria. Lead sprint planning, reviews, and retrospectives; track KPIs and release timelines. Review pull requests, uphold coding standards, and guide Angular frontend architecture. Align API contracts with Siebel and SOA teams; manage scope and technical risk. Run weekly steering meetings and communicate progress, blockers, and release plans. Champion CI/CD, containerisation, and test automation; integrate Jira and Git with build tools. Coach developers, QA, and DevOps engineers; foster a culture of continuous improvement.
Must-have qualifications

5+ years as a Product Owner, Technical Lead, or Engineering Manager on web platforms. Hands-on experience with Oracle Siebel (configuration and OpenUI) and Oracle SOA Suite integrations (preferred). Expert Git knowledge: branch strategies, code-review workflows, CI triggers. Deep familiarity with modern Angular (v15+) and TypeScript architecture (preferred). Proven success shipping containerised workloads with Docker / Kubernetes on Azure, OCI, or similar (preferred). Daily use of Agile / Scrum and Jira for backlog grooming and sprint metrics. Excellent English communication skills; Arabic is a plus.
Nice to have

Experience with GCC public-sector digital-service standards. Certifications such as SAFe POPM, PMP, or CSM. Security-first mindset (OAuth 2.0, SAML, OWASP Top-10) and DevSecOps tooling knowledge.
