ORGANIZATIONAL CONTEXT

Global hunger has reached alarming levels in 2022, and WFP, the Nobel Peace Prize winner in 2020, remains dedicated to addressing this global food crisis. To enhance the efficiency and impact of our global initiatives, WFP is relocating key corporate functions within procurement and supply chain from its headquarters (Rome, Italy) to the UAE. The UAE, chosen for its strategic location, stability, advanced infrastructure, markets, expertise, and innovation, is hosting the newly established Global Supply Chain Support Center.

Dubai Procurement Centre:
In the dynamic landscape of addressing global hunger, WFP is centralizing some procurement functions to the newly established Global Supply Chain Support Center in Dubai. This Center is pivotal in procuring end-to-end for domains 3 (Premises Rent & Utilities), 4 (Construction & Engineering Services), 5 (Safety & Security), 14 (NFI Transport, Warehousing, and Handling), and 15 (Vehicles and Spare Parts). Additionally, it oversees Supplier Relationship Management (SRM) for these domains globally and SRM for food commodities at the regional level.

JOB PURPOSE

Under the supervision of the Senior Procurement Officer P5 (Leading the procurement unit in UAE), the procurement performance management officer will support the Global Operational Support Center in Dubai to become the most efficient, innovative, and customer-oriented hub for Procurement and Supplier Relationship Management, optimizing processes and achieving ambitious targets.

DUTY STATION (City, Country): Dubai, UAE

DURATION: 12 Months with a possibility of extension

SALARY: Salary starts from AED 32,255.04 per month plus medical insurance.

KEY ACCOUNTABILITIES (not all-inclusive)
  • Define ambitious targets and Key Performance Indicators (KPIs) in close collaboration with the procurement and SRM teams to position the Global Operational Support Center as the most efficient, innovative, and customer-oriented hub.
  • Monitor deliverables in alignment with Service Level Agreements (SLAs), KPI targets, and defined objectives.
  • Compile relevant data and conduct in-depth analysis to generate insightful reports, identifying areas of improvement, acceleration, and optimization.
  • Create detailed dashboards and reports to facilitate stakeholders and team members in visualizing performance metrics, identifying areas for enhancement.
  • Anticipate potential obstacles, delays, and gaps through trend analysis and market knowledge. Proactively propose viable solutions to address identified challenges.
  • Collaborate with teams to implement proposed solutions, ensuring a smooth transition and integration of optimized processes.
  • Continuously track and evaluate the effectiveness of implemented solutions, making adjustments as necessary to maintain optimal performance.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Supply Chain, Procurement, International Business Law and Business Administration or other related field. CIPS level 2 certificate or equivalent is a requirement.

Experience: Minimum of 5 years of operational experience in procurement (public and private sector), ideally in a fast-paced international environment adopting best-in-class procurement practices.

Language: Proficiency in English.

  • Extensive experience and expertise in procurement processes and systems, ideally gained through optimization exercises within globally established organizations.
  • Proven ability to set and achieve ambitious targets and KPIs, driving continuous improvement in procurement and SRM activities.
  • Proficient in data compilation, analysis, and report generation. Ability to translate complex data into actionable insights. Skillful in developing detailed dashboards and reports.
  • Good team player to drive performance excellence.
  • Strong understanding of market trends and dynamics to anticipate challenges and propose informed solutions.
