We are seeking two highly skilled and experienced Procurement Officers to join our project team in Oman. The successful candidates will be instrumental in managing the end-to-end procurement process, with a strong focus on design & construction consultancy services and various infrastructure project requirements. This role demands a professional with a proven track record in strategic sourcing, negotiation, and contract management within complex project environments.
Key Responsibilities:
Manage the full procurement lifecycle from requisition to contract close-out for materials, equipment, and services.
Source, pre-qualify, and evaluate vendors for design & construction consultancy services, alongside a wide range of infrastructure project needs.
Prepare and issue Requests for Quotations (RFQs), Requests for Proposals (RFPs), and tenders; analyze bids; and conduct negotiations to achieve optimal terms and value for money.
Draft, review, administer, and manage procurement contracts, ensuring compliance with legal standards, company policies, and project specifications.
Collaborate closely with project managers, engineering teams, legal counsel, and other stakeholders to understand project requirements, specifications, and delivery schedules.
Monitor supplier performance and conduct regular evaluations to ensure adherence to contractual obligations, quality standards, and delivery timelines.
Maintain accurate procurement records, documentation, and reporting for audit and compliance purposes.
Identify and implement cost-saving opportunities, efficiency improvements, and supply chain optimizations without compromising quality or project timelines.
Manage supplier relationships, resolve disputes, and ensure a streamlined supply chain process.
Ensure adherence to all relevant procurement policies, procedures, ethical standards, and local regulations.
Qualifications:
Education:
Diploma or Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or a related business-oriented field. Candidates with degrees in other fields will be considered if they possess strong, directly relevant professional experience in procurement.
Experience:
Minimum of 2 years of progressive experience in procurement.
Essential:
Demonstrated consultancy experience specifically within the Design & Construction (D&C) sector.
Crucial:
Proven experience in infrastructure projects, with active involvement in the procurement for at least two significant infrastructure projects.
Skills & Competencies:
Strong negotiation and contract management skills.
Excellent analytical, problem-solving, and decision-making abilities.
Proficiency in procurement software/ERP systems and Microsoft Office Suite (Word, Excel, PowerPoint).
Outstanding communication (written and verbal) and interpersonal skills, with the ability to engage effectively with various stakeholders.
Ability to work independently, prioritize tasks, and manage multiple projects in a fast-paced environment.
High level of integrity, ethical conduct, and attention to detail.
Knowledge of local Omani procurement regulations and supply chain dynamics is a plus.
