Roles and Responsibilities

Lead strategic procurement planning and execution for large-scale industrial projects. o Manage vendor evaluation, selection, and relationship development with global suppliers. o Source competent subcontractors (NDT, Equipment rentals, etc) and manpower supply companies for top up manpower during project peak. o Negotiate contracts with suppliers of raw materials (steel, valves, pipes, fittings), Fabrication and HSE consumables (Welding consumables, Argon gas, PPE, etc) o Implement and manage cost-effective purchasing strategies aligned with project budgets and schedules. o Lead a team of purchase officers & coordinators o Ensure compliance with internal quality standards and project specifications (e.g., ASME B31.3, AWS D1.1, or applicable equivalent standards). o Supervise contract negotiations, monitor supplier performance, and resolve disputes. o Collaborate closely with Engineering, Operations, QA/QC, and Project teams to ensure procurement aligns with technical requirements. o Maintain comprehensive documentation and audit trails in ERP systems.

Vendor on-time delivery compliance: ? 95% o ERP procurement cycle compliance: 100% o Cost Reduction - Achieve 10% savings annually through strategic sourcing, bulk procurement & negotiations. o Supplier Performance - Maintain 95%+ on-time delivery with zero quality defects. o Procurement Efficiency - Reduce lead time by 20% via ERP automation.

Minimum Qualifications o

Bachelor's Degree in Engineering, Supply Chain, or Business Administration o Certified Procurement Professional (CIPS, CSCP, CPSM, or equivalent) preferred

Minimum Experience

20 years in procurement with at least 15 in UAE o Experience in Oil & Gas EPC projects and module fabrication

Strong negotiation and communication skills o Leadership & team development o Analytical and problem-solving abilities

Knowledge

Local UAE market and customs regulations o Global supply chain risk management, Market trends in steel, piping, and modular construction o Familiarity with ADNOC specifications and UAE Free zone procurement compliance.
