We are one of the leading petroleum exploration and production experts\xe2\x80\x99 industries, seeking an experience Procurement Manager and executive Specialist for the Industry. Reporting to the Head of Industry Chairman / Director Oil & Gas manufacturing, the Procurement Manager is responsible for the Onshore/Offshore pipeline manufacturing & design system, ensuring that all tasks are executed in accordance with the project strategies, specs and procedures, SSHE requirements and within timeframe while maintaining the high level of quality work.
*Please note: this role is a Full-time contract role, Inside Industry. Roles & Responsibilities: Must have knowledge in API Piping, Tube, Pipes, Round bars, Services, mechanical equipment, Milling, tuning, drilling tools, oil field services, painting, Steel suppliers, Dish farming services. Procurement of required materials for the projects from local as well international markets as per the design and quality specifications. The materials will include but will not be limited to bulk materials, specialized materials for the projects such as structural materials, Pipes, valves, site utilities, site facilities, etc. Review vendor quotes and evaluate for technical compliance with client requirements and make aware recommendations to clients, considering client criteria including Total Cost of Ownership. Coordinates with yard/project stores to ensure the availability of required materials and services. Drafts/reviews long-term rate agreements to minimize the number of orders and maximize savings. Arranges top-up quantities in a short time frame to meet project requirements/urgencies. End-to-end monitoring and control of orders, including expediting, interaction for inspection, close out of purchase order. Within budget and timely delivery of material/ services of the required quality. Analyses all suppliers in order to select the most suitable suppliers who are able to deliver high-quality products at competitive pricing. Negotiates with suppliers on lead time, cost and quality so as to obtain the maximum benefit for the company. Manages suppliers to meet objectives related to cost, delivery performance, schedule, and quality. Develops purchasing or sourcing strategies based on portfolio analyses and supplier preferencing studies. Defines and maintain documented category and supplier strategies using market and competitive data. Liaises with suppliers on delivery schedule so as to ensure on-time deliveries of final product. Develops, implements and drives the procurement strategies in order to meet cost savings targets. Reviews and manages the supplier base to ensure consistency with the sourcing strategy. Performs regular performance review with suppliers to drive continuous improvements. Creates monthly performance reviews and reports focusing on overall sourcing requirements. Ensures commercial, legal and contractual compliances in all the procurement transactions. Adopts appropriate supplier management methodologies and procurement strategies in purchasing to secure better prices. Trains team on effective procurement processes and strategy. Coordinates with vendor on continuous quality improvement. Proven working experience as a Procurement Manager, Procurement Officer or Head of Procurement. Knowledge of sourcing and procurement techniques as well as a dexterity in \xe2\x80\x9creading\xe2\x80\x9d the market. Good knowledge of supplier or third-party management software. Aptitude in decision-making and working with numbers. Experience in collecting and analyzing data. Strong leadership capabilities. BSc degree in supply chain management, logistics or business administration. Desired Candidate Profile Bachelor\xe2\x80\x99s Degree in Mechanical Engineering or related technical field Incumbent should have a broad general technical and business background, as well as previous project EPC Procurement experience on similar or related projects in the Middle East. Conversant with material grades/ specifications, applications etc. Must be aware of and Familiar with International Standards for manufacturing, engineering, construction and operations of Multidiscipline projects e.g. API, ASTM, BS, Shell DEP\xe2\x80\x99s, ASME, NACE, ANSI, CE Marking. Knowledge of markets, sources, prices etc. Proven ability to perform in a management capacity, excellent written and oral communications in English, and a thorough knowledge of industry practices and Abu Dhabi regulations are also required. Good MS office skills with an emphasis on excel is a must. A minimum of 5-7 years\xe2\x80\x99 experience in Construction of Onshore Oil & Gas Facilities involving mechanical and civil activities at brownfield locations. Structural, Piping Contracts Procurement Engineer experience. Must have worked on Enterprise Resource Planning system. Experience of working on electronic document management system preferred Must have good contractual experience and capable of representing the Company in all aspects relating to the Project.
