Procurement Manager (ADNOC Approved)
Job Summary:
The Procurement Manager is responsible for the strategic leadership and operational management of all procurement and materials management activities for the project. This role ensures that all procurement processes comply with ADNOC's corporate policies, procedures, and standards, delivering materials and equipment on time, within budget, and to the required quality specifications. The manager acts as the primary point of contact for all procurement matters with ADNOC and other key stakeholders.
Key Responsibilities:

  • Strategy & Leadership: Develop and implement the project procurement strategy, aligning with ADNOC's objectives and the project's overall goals. Lead, mentor, and manage the entire procurement team.
  • Policy & Compliance: Ensure strict adherence to ADNOC's Codes of Practice (COPs), standards, and all relevant contractual requirements. Manage audits and provide necessary reports to ADNOC management.
  • Supplier Management: Oversee the pre-qualification, selection, and management of vendors, ensuring they are ADNOC-approved where required. Lead major contract negotiations and manage strategic supplier relationships.
  • Procurement Execution: Manage the end-to-end procurement process, from requisition to delivery, including bidding, tender evaluation, contract award, and post-award administration for high-value packages.
  • Interface Management: Serve as the key liaison between the project team, engineering, construction, and vendors to ensure alignment on technical and commercial requirements.
  • Risk Management: Identify and mitigate procurement-related risks, including supply chain disruptions, cost escalations, and logistical challenges.
  • Reporting: Provide regular and accurate procurement status reports, KPIs, and management updates to project and ADNOC leadership.
Qualifications & Experience:
  • Bachelor's degree in Engineering, Supply Chain Management, or Business Administration. A Master's degree is preferred.
  • Minimum of 15-20 years of progressive experience in procurement and materials management, with at least 8-10 years in a senior managerial role on major oil & gas projects.
  • Must be ADNOC Approved in the relevant category, with a proven track record of working directly with ADNOC or its Group Companies.
  • In-depth knowledge of international procurement standards, INCOTERMS, and logistics.
  • Exceptional negotiation, communication, and stakeholder management skills.
