Job Purpose:

To manage the end-to-end purchasing cycle for all materials, equipment, and services required by A&M General Contracting's projects and departments. The Purchasing Manager ensures timely sourcing, cost control, vendor performance, and ERP compliance while aligning with project requirements and company procurement policies.

Key Responsibilities:

1.

Purchasing Operations

Oversee daily operations of the purchasing team, ensuring timely processing of material requisitions received from sites via

ERP

. Review and validate Purchase Requests (PRs), specifications, quantities, and BOQs before processing. Issue Purchase Orders (POs) and Local Purchase Orders (LPOs), ensuring accuracy, cost-effectiveness, and approvals.

Supplier Management

Manage RFQ process: source, compare, and negotiate prices and terms with multiple suppliers. Develop and maintain strategic vendor relationships to ensure reliability, competitiveness, and delivery performance. Ensure suppliers meet quality, warranty, DCD/Green Building/Estidama certification requirements where applicable.

Cost & Quality Assurance

Ensure best-value procurement through price benchmarking, negotiation, and technical evaluation in coordination with Engineering and Project teams. Support cost control efforts by identifying savings opportunities and avoiding redundant or excessive purchases.

Inventory & Stock Coordination

Coordinate with stores (site & central) to avoid overstocking or shortages. Cross-check material availability across sites and suggest internal transfers when possible to minimize procurement.
5.

ERP & Documentation

Ensure full purchasing documentation and transactions are properly recorded in the ERP system (SAP B1). Maintain purchasing logs, approval records, supplier quotes, and payment requests.
6.

Compliance & Audit

Ensure adherence to internal purchasing policies, contract terms, and UAE compliance (especially for controlled items and imports). Prepare procurement reports and participate in audits, reviews, and cost reconciliation with the Finance and Project Control teams.
7.

Team Supervision & Coordination

Lead and mentor junior buyers, purchasing officers, and assistants. Coordinate closely with the Procurement, Engineering, Planning, and Project Management teams to align purchasing priorities with project schedules.

Qualifications & Skills:

Education:

Bachelor's degree in

Business Administration

,

Supply Chain Management

,

Civil/MEP Engineering

, or related fields. Certifications in

CIPS

,

CSCP

, or

PMP

(preferred).

Experience:

Minimum 7-10 years in purchasing or procurement within a

UAE-based contracting or construction company

, including 3-5 years in a managerial/supervisory role. Strong experience in purchasing

MEP, civil, finishing, and consumable materials

.

Technical Skills:

Proficiency in

ERP systems

. Strong Excel and reporting skills. Familiarity with UAE customs, import procedures, and municipality/DCD/Estidama compliance requirements.

Language Skills:

Fluent in English (required); Hindi/Urdu/Arabic is advantageous.

Soft Skills:

Strong negotiation and decision-making skills. Attention to detail and ability to work under pressure. Team leadership and interdepartmental coordination abilities.
