Position Overview
Parsons Corporation is seeking an experienced and strategic Procurement Lead / Manager to join its Dubai operations. The role will lead procurement and subcontracting activities for major regional projects, ensuring full compliance with company policies and client requirements. Key Responsibilities

  • Lead and oversee the procurement process across multiple large-scale projects, ensuring alignment with Parsons' corporate standards and client objectives.
  • Develop and implement procurement strategies, procedures, and training programs for new and existing staff.
  • Manage the prequalification, selection, and performance evaluation of vendors, subcontractors, and consultants.
  • Review and issue RFQs, RFPs, tender documents, and scope of works in coordination with project and legal teams.
  • Administer the tendering process, including clarifications, bid evaluations, and contract negotiations.
  • Ensure compliance with legal, ethical, and contractual standards throughout procurement activities.
  • Maintain and update the vendor management database and oversee vendor performance evaluations.
  • Advise project managers on procurement issues, contract interpretation, and risk management strategies.
  • Support project execution by providing procurement and subcontracting expertise, including dispute resolution assistance.
  • Review and approve purchase orders, subcontracts, and amendments in accordance with the company's matrix of authority.
  • Liaise with finance and project control teams to monitor procurement budgets and ensure cost efficiency.
  • Promote Parsons' One-Policy standards and uphold integrity, fairness, and transparency in all procurement operations.
Ideal Profile
  • Bachelor's degree in Business Administration, Economics, Engineering, or a related field.
  • Minimum 12 years of progressive experience in procurement, preferably within engineering, construction, or infrastructure sectors.
  • Proven experience managing multi-disciplinary procurement functions in large international projects.
  • Strong knowledge of tendering laws, commercial contracts, and supply chain best practices.
  • Hands-on experience with procurement management systems (Oracle, DMCS, or similar ERP platforms).
  • Excellent communication, negotiation, and analytical skills.
  • Ability to mentor and lead procurement teams effectively.
  • UAE or GCC experience is highly desirable.
