Roles and Responsibilities:
Manpower Procurement & Sourcing:
Source and recruit qualified candidates for cleaners, supervisors, technical specialists, and management positions
Develop and maintain relationships with recruitment agencies, training institutes, and labour suppliers
Manage the entire recruitment lifecycle from job posting to final placement
Conduct initial screening and assessment of candidates
Vendor Management:
Identify, evaluate, and onboard manpower suppliers and recruitment agencies
Negotiate contracts, rates, and service level agreements with suppliers
Monitor supplier performance and maintain quality standards
Ensure compliance with UAE labour laws and regulations
Strategic Planning:
Develop manpower procurement strategies aligned with business growth objectives
Forecast staffing requirements across different service lines
Create contingency plans for seasonal demand fluctuations (summer and Ramadan periods)
Analyse market trends and salary benchmarks
Documentation & Compliance:
Ensure all recruitment processes comply with UAE labour laws and company policies
Maintain accurate records of all procurement activities and supplier agreements
Prepare regular reports on recruitment metrics and supplier performance
Coordinate with government authorities for visa and work permit processes
Quality Assurance:
Implement quality control measures for candidate selection
Conduct reference checks and background verification
Ensure candidates meet technical and professional requirements
Monitor probationary periods and provide feedback
Required Qualifications
Education:
Bachelor's degree in Human Resources, Business Administration, or related field
Professional certification in HR or procurement (preferred)
Experience:
Minimum 3-5 years of experience in manpower procurement or recruitment
Experience in facilities management or construction industry
Proven track record in high-volume recruitment
Knowledge of UAE labor market and regulations
Skills:
Strong negotiation and vendor management skills
Excellent communication skills in English and Arabic
Proficiency in recruitment software and MS Office
Understanding of UAE labor laws and visa processes
Ability to work under pressure and meet tight deadlines
