Job Description

:

Scope:
Responsible for managing bid cycles for equipment, material procurements and services. Manage commercial reviews and coordinate technical reviews of submitted proposals. Prepare bids evaluation and recommendations for awarded purchase orders with respect to and not limited to cost, quality and delivery competitiveness. Ensure all procurement needs are met in light of scope, cost, quality & schedule.

Principle duties and responsibilities:
Collaborate with internal and external stakeholders to plan the procurement activities and needs
Plan and execute procurement activities.
Ensure reliable performance throughout the implementation of contracts/purchase orders and throughout managing the relationship with the suppliers
Review and analyze costs & spends
Offer solutions to better manage costs and suppliers' performance
Source and prepare source lists of reliable bidders and suppliers
Lead and do extensive industry search, select the appropriate suppliers to purchase from, meet with suppliers and compare their products, services, qualifications and prices
Lead and perform the suppliers' pre-qualification process
Analyze and provide market information; bid estimates, pricing trends terms, conditions & availability of goods etc. as required
Develop, manage & maintain relationships with vendors and suppliers
Lead the Purchase Orders & Contracts' negotiation and monitor all aspects of the terms and conditions
Lead and evaluate offers, award contracts/purchase orders to suppliers and continue to administer contracts/purchase order throughout the relationship
Control the supplier performance in terms of quality, cost, delivery, and responsiveness
Periodically review suppliers' performance and propose improvement plans whenever required
Manage the commercial review of vendors' prequalification & approval process
Review purchase order and contract for commercial terms and review legal & contractual obligations with legal team
Work with other departments to evaluate the capabilities of new and existing suppliers regarding quality levels, financial stability and reliability
Collaborate with other departments team members and communicate any issues if applicable regarding procurement and suppliers performance
Manage routine and complex purchase orders and/or service orders, contract documents and records
Coordinate with logistics personnel to ensure safe, secure and timely delivery up to final destination as per project's needs
Resolve procurement issues and monitor vendor's performance
Manage the risks related to purchase order execution and vendor's quality
Control the vendors' base, approved vendors list in light of internal approved vendors list and clients' approved vendors list Implement and drive the procurement strategies and policies to meet the cost savings, time and quality targets
Share knowledge and train others on effective procurement processes and policies
Ensure timely delivery of equipment, material and systems to support site installation works
Negotiate with suppliers on lead-time, cost and quality so as to obtain the maximum benefit for the company
Procure equipment, material and systems complying to project specifications and requirements in a timely manner within approved budgeted costs
Drive improvements in lead time, cost and customer service as well as proactively responding to any change in customer demands and expectations
Investigate and resolve any issues through existing channels such as an not limited to assisting accounts payables in resolving any problems associated with vendors' invoices
Create monthly performance reviews and reports focusing on overall sourcing requirements
Ensure commercial, legal and contractual compliances in all the procurement transactions
Manage and develop metrics to ensure quality and efficiency, ensure orders fulfillment KPI's and develop and manage procurement tracking reports
Identify and recommend new opportunities to improve procurement controls in an efficient and cost effective manner
Champion and supervise the department related process improvement initiatives and analyze data to monitor performance and plan improvement
Ensure procurement activities are consistent with policies and procedures
Comply with all Enerflex HR, Quality, HSE, and all the Company policies, procedures, processes, work instructions and guidelines
Perform all other duties as assigned by Supervisor / Manager

Job Specifications:
Minimum Bachelor degree in Mechanical or Electrical Engineering or Business Administration
Minimum 10 years experience in Project's Procurement in Oil&Gas industry, and Knowledgeable in sourcing Gas Processing Equipment
Competency with SAP, Microsoft Office products including Outlook, Word, Excel and PowerPoint
Strong communication (written and verbal) , interpersonal and negotiation skills
Capable of making decisions and executing with various stakeholders buy in
Analytical, have leadership skills, attentive to details, organized with strong analytical skills and ability to think creatively
Strong knowledge in sourcing and suppliers' management
Maintain company reputation & credibility by fair dealings
Must be engaging and enthusiastic, a self-starter
