JOB TITLE: PRINCIPAL ENGINEER - MECHANICAL(STATIC)
KEY RESPONSIBILITIES:
  • Supervise and lead a team of engineers and designers in carrying out detailed engineering work for projects assuming entire responsibility for conceptual and detailed design and provide necessary technical information for procurement in compliance with tender specifications/data sheets and within budgeted cost, man-hour and project schedules.
  • Review ITB (Invitation to Bid) documents during the proposals stage, issue inquiry requisitions, review techno-commercial offers, prepare equipment, material and man-hour estimates. Works related to guiding other members in the team. Generally leads the effort as Lead Engineer.
  • Review contract requirements for project execution, organize preparation of the Technical Document Register (TDR), identify requirements and scope of work; review philosophies, Project specifications, Process Data Sheets (PDS), Piping Material Specifications (PMS), Piping/Ducting & Instrumentation Diagrams (P&IDs/D&IDs) and Mechanical Data Sheets (MDS), Review and revision thereof as required. Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through technical queries to projects/client.
  • Verify and conceptualize the most optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantify total number of engineering deliverables, man-hour allocation, formats of deliverables, time schedules and other requirements for execution of the work.
  • Coordinate with projects and planning on project time schedules, establish target completion dates and ensure target dates are achieved.
  • Develop Manpower charts and schedules, recommend, assign and deploy manpower for the execution of engineering activities within budgeted project man-hours. Recommend cost effective measures to reduce overall manpower costs.
  • Provide inputs for the preparation of plot plans, organize the issuance of engineering drawings / MDS and other technical documents for Inter-Discipline Checks (IDC?s), coordinate with other engineering disciplines for integration of the data inputs.
  • Direct for the preparation of Inquiry Requisitions, participate in the technical evaluation of suppliers offers. Direct and provide guidance in the Technical Bid Evaluations (TBE), review supplier drawings and documents. Supervise the review of design calculations, ensure supplier equipment specifications meet requirement of client equipment specifications and are within budgeted costs.
  • Direct for the preparation of Purchase Requisitions of equipment and materials. Review supplier quality plans, ensure supplier equipment?s compatibility and compliance with the scope of client specifications. Coordinate with procurement and expedite delivery of materials and equipment to site through delivery team.
  • Interface and regularly meet with client and supplier representatives, conduct internal staff meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues. Update TDR progress reports through Petrocept, Documentum, Webtop softwares.
  • Direct and monitor Material Take off (MTO) activities, identify irregularities and shortfalls, take corrective action as required.
  • Participate in HAZOP meeting with the client and representatives of other engineering disciplines.
  • Interact with Quality Assurance for quality issues; strictly ensure compliance with Company?s ISO Quality procedures. Coordinate Internal and Client audit requests; facilitate audit procedures of engineering systems within the department.
  • Interface and provide clarification, guidance and technical support to construction sites and provide start-up and commissioning assistance as required.
  • Support projects in Design Change management and variation order initiated by Client.
  • Function as member of Technical Specialist Group to support projects and proposal as required.
  • Perform departmental duties on development of BMS documents, training and development of young engineers.
  • Lead the activities in converting the project from concept to detailed engineering.
  • Work within Project Budget requirements.
  • Serve as the tie-in between the department team for inter-discipline engineering concerned with the project.
  • Accountable for overall discipline related activities for the successful completion of project within allotted schedule, manpower and costs.
  • Decisions on the technical matters of the specified project & internal work distribution.
  • Consulting with Project Engineering Manager and Group Manager on main issues which may affect budget, schedule, resources, layout and equipment specifications.
  • Recommendations on mobilization/demobilization of personnel.
  • Supervise a team of Engineers and designers. 10% of time is spent on Training of incumbents.

ESSENTIAL QUALIFICATIONS AND SKILLS:
  • Bachelor?s degree in mechanical engineering with a minimum 15 years of work experience preferable from a background in working for the EPC of the Oil and Gas Industry.
  • Manage the development of equipment specifications i.e. for tanks and pressure vessels, heat exchangers, Air fin coolers and other process packages etc., including their controls, power supply, utility requirements, environmental regulation requirements, PWHT requirements, radiography requirements, material of construction, nozzle details, code of construction, fireproofing requirement, painting, insulation, wind loads, seismic loads, equipment interface, thickness analysis and other assessments. Define metallurgy specifications in accordance to process requirements and manage the development of Mechanical Datasheets. Carry out checking and reviewing of deliverables to ensure their quality.
  • Minimum 3 to 4 years of ADNOC project experience required in Mechanical Static discipline is preferred.
