Position Overview
AECOM is hiring a Pre-Contract Project Engineer in Dubai to support building and infrastructure projects during the early planning and tendering stages. This role focuses on scope development, cost planning, risk assessment, and coordination with internal and external stakeholders to ensure projects are strategically prepared before contract award.

Key Responsibilities
Assist in developing detailed project scopes, timelines, and preliminary budgets for building projects
Support pre-contract risk assessments and contribute to mitigation strategies
Coordinate with estimators and quantity surveyors to prepare accurate cost estimates and feasibility inputs
Assist in preparing, reviewing, and organizing tender documents and contract agreements
Coordinate with internal design, commercial, and technical teams during the bidding phase
Support evaluation and technical review of contractors and subcontractors during tender assessment
Prepare preliminary project schedules and resource allocation plans
Contribute to the development of project management plans and pre-award strategies
Ensure compliance with UAE construction laws, regulations, and authority requirements during the pre-contract stage
Maintain structured documentation, registers, and records for all pre-contract activities
Ideal Profile
Bachelor's degree in Engineering or Architecture
3 to 5 years of experience in project management with a strong focus on pre-contract activities
Hands-on experience in building projects is required
Good understanding of tendering processes and contractor evaluation
