Wood in the UAE is looking to hire Senior Technical Safety Engineer with extensive experience in the oil and gas industry.
Duties and Responsibilities;
To have single - point responsibility for all Safety and Risk design deliverables and ensure that they conform to all applicable engineering codes and standards as well as the Client\xe2\x80\x99s policies and procedures
Coordination of Safety team and reporting to Project or Engineering Manager on project related matters
Supporting the Planning, scheduling and execution of discipline activities and deliverables, including manhour estimating and schedule preparation to support bid / tendering as required
Manage discipline work to the required schedule and manpower allocation, including requesting personnel as identified by the plan, and day-to-day supervision of discipline personnel on the project. This includes approval of timesheets, holiday approval and overtime approval where delegated
Manage and report progress of all S&R engineering and design budgets in line with contract requirements including weekly and cumulative productivity
Ensure that all project Health, Safety and Environmental policies are complied with
Ensure that design meets all Technical Safety requirements and maintains risks to as low as reasonably practicable
Participating in project HAZOP, HAZID, SIL studies, and other safety workshops when required and experience of coordinating HAZOP, HAZID, SIL Classification studies and other HSE workshops
Management of third party HSE consultants in the execution of engineering delivery / HSE workshops
Preparation of Tender Bid Evaluations and assessment of bids for procured fire and safety equipment, participate in vendor meetings
Able to interrogate and review 3rd party HSE studies such as QRA, FERA, EERA etc, as required
Able to perform Physical Hazard Effects (PHE) modelling using PHAST (or similar) as required
Performance of Emergency Escape, Evacuation and Rescue Studies
Fire Protection and Engineering Design experience including preparation of Fire Water PID\'s, Performance of Fire Water demand calculations, Performance of Fire Water Hydraulic modelling using PIPENET or similar, Performance of Passive Fire Protection studies and drawings, Preparation of Fire and Gas Detection layouts, Safety Equipment layouts, Safety Signage etc
Self - awareness of relevant regulatory framework, legislation changes, initiatives, and industry technology developments
Expert knowledge and understanding of the fundamentals of Technical Safety engineering methodologies, software systems, and design practices as they relate to FEED, Detail Design, Construction, Commissioning, and plant Start - up
Expert knowledge of design deliverables associated with loss prevention scopes
Able to perform Physical Hazard Effects (PHE) modelling as required
Thorough knowledge and understanding of the fundamentals of Technical Safety engineering methodologies, software systems, and design practices as they relate to FEED, Detail Design, Construction, Commissioning, and plant Start - up
To identify any areas of concern with respect to progress and / or quality and recommend corrective actions as required
To attend weekly internal and external progress meetings and generate status reports for the Engineering / Project Manager
To ensure all team members are competency assessed and maintain the competency of the team in line with company and Client requirements
Define minimum acceptance criteria and Undertake pre qualification of third parties
Define scope of work for 3rd Party sub contracts as required.
Liaise and engage with Licensors, Equipment Vendors and OEM\xe2\x80\x99s as required to conclude the project deliverables in accordance with the project scope and provide third party budget costs for stage gate estimates as required.
Review of Vendor Documents on Detailed Engineering Projects
Provide input to EPC scope of work and EPC Tender Package for EXECUTE stage
To co - ordinate with other disciplines during all stages of design development, construction, pre - commissioning, and start \xe2\x80\x93 up to ensure there is no conflict within the overall engineering design.
To provide technical support to site in terms of material inspection, Factory Acceptance Testing etc as required
Ensure compliance with management of change processes both technical and financial
To provide direction and guidance on technical queries relating to S&R engineering and raise appropriate EQ\xe2\x80\x99s / deviations
To participate in all project safety and design reviews as necessary
To ensure that all work is completed without compromise to quality and is delivered according to the project schedule
To liaise with the Client\xe2\x80\x99s Engineering, Operations and Maintenance staff as required to ensure a consistent approach to project completion whilst ensuring that the project is concluded within the boundary of the technical scope
Take ownership for Risk Identification, Assessment, Mitigation, Monitoring and Close Out for your respective discipline
Skills / Qualifications
Bachelor or equivalent degree in Chemical / loss prevention / environmental
Minimum of 15 years relevant experience in the oil and gas industry
Minimum of 5 years\xe2\x80\x99 experience in similar role, preferably in UAE or Middle East
Offshore experience is must, whilst ADNOC experience is desired.
Chartered Engineer or recognized equivalent experience is an added advantage
Experience of working on concept, FEED and EPC project phases
Expert knowledge of regulatory framework and associated legislation, international codes, and standards
