Overview / Responsibilities

Wood is currently recruiting for a PMC Procurement and Contracts Manager with extensive experience in the petrochemical industry.

Overview / Responsibilities Review, comment and final endorsement of Procurement Plan and Procedures Liaise with EPC Procurement Manager in order to maintain the Project Procurement Execution Plan constantly updated Liaise with Licensors, Clients, and all stakeholders of the project to provide an effective control on all supply chain activities Liaise with EPC Procurement Manager to develop and maintain Project Supplier/Subcontractor Lists in line with Project requirements Montior performance and skills of the EPC Procurement Manager and the relevant personnel assigned to execute the Supply Chain activities under the Project Ensure that Material Management System data are up-to-date Liaise with Suppliers' management to facilitate and anticipate project issues Verify, in cooperation with EPC Procurement Manager that all Suppliers and their representatives are in strict adherence with code of conduct and business ethics, corporate policies, procedures and work-practices Maintain awareness of the materials supply situation including sourcing areas, price levels and current delivery lead time. Advise the EPC Procurement Manager of possible new sources of supply When requested, contribute to current and projected price and delivery trends When requested, support EPC Procurement Manager on spare parts co-ordination activities in accordance with the Project Procurement Execution Plan Manages, directs, and supports others engaged in the full range of Supply Chain activities, while ensuring compliance with company policies and procedures, and relevant reporting requirements. Accountable for the successful set up and delivery of all project Supply Chain processes, procedures, and activities. Ensures all Supply Chain activities are carried out in accordance with the project execution plan/schedule and/or contracting strategy, within approved budgets and in line with project processes and procedures Liaise with EPC Procurement Manager to prepare and issue the project specific procurement execution plan and / or contracting strategy, and contract schedule in line with project scope including the application of available computerized systems Montior the timely issue, by the EPC Procurement Manager, of the project / procurement status report (PSR) in line with project / client required on site dates and current / estimate lead times, notifying any delays to the project manager Establish and chair regular PSR meetings with client, procurement, engineering and/or project management personnel to ensure dates for pre-order deliverables are being maintained Ensure Contractor's compliance with contractual requirements, e.g., Performance Security Bond, Letter of Credit, Insurance Policies Coordinate the change control process, including: amendments, change orders and other contract changes Providing leadership, guidance & governance to the organization on all aspects of Project contracting strategy, including the negotiation of terms and conditions with clients globally Timely monitor compliance with contractual terms Support the resolution of Suppliers / Subcontractors change notices and claims Coordinate the issue of any suspension, cancellation, and / or termination notices in line with contractual terms Advise project team of contract administration and subcontracting issues, and steps being taken to mitigate consequences Participate in project team's weekly / monthly meeting Capture and communicate contract administration and subcontracting lessons learned for the project Montior the timely issue, by the EPC Procurement Manager, of Contract Close-Out, including Indemnity Letters, Documents for Operations, Warranty Procedure Ensure the consistency for the close-out agreement with Contractor (settlement of any outstanding items) Ensure the consistency for on final account / invoice (to be verified by EPC Procurement Manager), including release of retention, if any List and agree on contract's surviving obligations Liaise with EPC Procurement Manager to trepare and issue Contract Notices, e.g., Acceptance Notice. Resolve all contracting-related claims Ensure orderly turnover of project (with regards to contracting) to the operating organization Ensure the consistency for the administration of purchase orders and service contracts including managing change orders for in or out of scope items Prepares Request for Proposal. Interfaces with affected sections to clarify and ensure that all necessary data has been included Liaise with EPC Procurement Manager to verify contractors' responses to requests for proposals, determines each contractor's ability to meet Project and project requirements, and negotiates the terms and conditions Liaise with EPC Procurement Manager to negotiate changes to the terms and conditions in order to reduce risk exposure Review, comment and final endorsement for contract documents and amendments, ensures that terms and conditions will be appropriate. Liaise with EPC Procurement Manager to prepare and provide contractually significant communications and notices Coordinate with the Legal, Risk, Project Controls, and Business Services on contractual terms and risk issues Ensure compliance with management of vital records and relevant correspondence to support reporting, contract audit, claims and litigations, and contract close out Skills / Qualifications

Bachelor degree in relevant area Minimum 10 years experience should cover engineering and construction projects in oil and gas industries, EPC, EPCm, standard contract model forms (including NEC, FIDIC, JCT, LOGIC or regional equivalents) preferably in both onshore and offshore environment Sound knowledge of Contractual Terms & Conditions and Commercial Contract Law Contract experience should cover engineering and construction projects in at least one of the power, infrastructure, environmental and/or oil and gas industries, EPC, EPCm, standard contract model forms (including NEC, FIDIC, JCT, LOGIC or regional equivalents) preferably in both onshore and offshore environment Project purchasing experience Direct purchasing on a global basis Ability to prepare negotiation strategies / techniques and participate / lead negotiations Good knowledge of project procurement execution (start to finish) Good knowledge of Oil and Gas supply chain or related supply chain Experience in a contracts administration role in the oil and gas industry Good understanding & extensive experience of procurement and contract administration processes and principles Strong grasp of procedural requirements & necessity of providing an Audit Trail for Management purposes Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities Proficient in Microsoft Office Company Overview
