3. JOB PURPOSE / OBJECTIVE
Ensure all turnaround (TA) jobs are planned and schedule for safe execution along with material and service requirement for turnaround. Work closely with all stakeholders to ensure all identify jobs are drive in order to achieve the turnaround criteria.
4. KEY ACCOUNTABILITIES
TA Planning, Execution and Closeout
Contribute towards the timely completion of QTAPS phases and deliverables.
Participate in the development, scope challenge and finalization of TA job list as per QTAPS.
Develop cost estimates for finalized TA & AWR/ASR jobs with focus on cost reduction and optimization.
Identify all spares, materials and long lead items and follow through with procurement and expediting teams for completing evaluations and timely receipt and inspections.
Supervise Planning Team assigned to perform planning & execution tasks.
Assist with bid preparation & technical evaluation of TA Main Contract and all specialized/regular services.
Oversee job pack preparation and review completion by assigned Area planners.
Finalize mobilization schedules and facilitate activities necessary for mobilization of vendor and all required execution manpower.
Support activities for establishment of common TA facilities.
Support all activities and deliverables required by the Lead TA Planning Engineer.
Ensure all discovery work is planned, monitored and executed with required material and services.
Review all submitted invoices and supporting documents and carryout SES entry in SAP.
Support post-TA material reconciliation and coordinate refurbishment.
Ensure completeness of post-TA job pack documentation.
Participate in lessons learned exercises, closeout report preparation and communication of reports and recommendations received.
Consolidate all committed cost details and support Lead Planning Engineer to achieve financial closeout.
Supervise Unit shutdown planners and ensure all jobs are planned and ready for execution.
Coordinate activities to ensure all resources (material, manpower, external services) are arranged within stipulated time.

Contribute to development of TA procedures, best practices, and support implementation.
Quality, Health, Security, Safety and Environment
Participate in Turnaround Risk, ERM and Compliance Risk assessment exercises
Participate in safety meetings, campaigns and workshops, internal & external audits as assigned, and QSAFE program.
Ensure compliance with regulatory requirements and relevant quality, health, safety, security, and environmental procedures.
Reporting
Supervise preparation of weekly Materials and Contracts status reports and preparation of other reports as required by Lead TA Planning Engineer.
Qatarization
Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only., Health, Security, Safety and Environment.
5. QUALIFICATIONS & EXPERIENCE
Education
Required
(Qualification1 / Discipline): Bachelor's degree in Mechanical Engineering, I&E Engineering or any related discipline.
Preferred
(Qualification1 / Discipline): Master's degree in Mechanical Engineering, I&E Engineering or any related discipline.
Experience
Required
(Years2 / Job Level3 / Industry): 5-7 years Planning experience in TA / Maintenance in Petrochemical / Oil & Gas Industry.
Preferred
(Years2 / Job Level3 / Industry): 7+ years of experience in Turnarounds in Petrochemical / Oil & Gas Industry.
