The Planning Engineer plays a key role in project execution by developing, monitoring, and maintaining detailed project schedules and ensuring efficient resource and cost management throughout the project lifecycle. The role ensures alignment between the technical, procurement, and construction teams, delivering the project on time, within budget, and meeting the required quality standards.
Key Responsibilities, Authority & Accountability
1. Scope Definition & Project Initialization:
Conduct thorough analysis of project scope as per project charter and contract documents.
Translate project requirements into clearly defined tasks using a structured Work Breakdown Structure (WBS).
Identify key milestones and deliverables in collaboration with project stakeholders.
2. Schedule Management:
Develop and maintain project schedules (L1 to L5) using Primavera P6 or equivalent tools.
Establish logical sequence of activities and align them with resource and productivity norms.
Develop and distribute "Look Ahead" schedules to project teams on a weekly/biweekly basis.
Identify and manage the critical path, constraints, and schedule interfaces among various departments.
Coordinate schedule reviews and approvals with internal and external stakeholders.
3. Monitoring, Reporting & Performance Tracking:
Track project progress using baseline comparison, Earned Value Management (EVM), and S-curves.
Generate and analyze reports on time, cost, and physical completion.
Prepare progress dashboards and variance reports for senior management.
Conduct delay analysis, maintain delay registers, and provide inputs for claims or arbitration.
Generate "What-if" scenarios to evaluate different mitigation strategies.
Participate in internal and client review meetings, presenting updates and performance indicators.
Document lessons learned and ensure knowledge is transferred to the organizational database.
4. Cost Management:
Prepare project budgets and allocate costs at WBS level.
Define cost control accounts and expense categories.
Monitor actual expenditure versus budget and forecast project financial performance.
Support Finance and Commercial departments in revenue recognition, cost tracking, and invoicing.
Prepare project invoices with proper supporting documentation as per contractual terms.
Maintain and update project cash flow statements and resource histograms.
5. Resource Management:
Define project manpower and equipment resource structure.
Track resource allocation and consumption in consultation with execution teams.
Monitor productivity rates and analyze deviations from standard benchmarks.
Coordinate with Procurement for tracking delivery and usage of materials.
Prepare and submit reconciliation statements for major and minor construction materials.
6. Stakeholder Coordination & Communication:
Act as the primary liaison between planning, site, engineering, procurement, and client teams.
Maintain transparent and regular communication with all stakeholders.
Prepare and manage formal project correspondence and documentation.
Support project audits, compliance checks, and client inspections by providing relevant data.
7. Risk Management & Mitigation:
Identify potential project risks and delays early through trend analysis.
Escalate critical issues to the Planning Manager and Project Manager for corrective actions.
Develop and suggest recovery plans for risk mitigation.
Maintain a risk register and track mitigation actions.
Preferred Qualifications & Experience:
Bachelor's degree in civil / mechanical engineering
Minimum 5 years of hands-on experience in project planning and control
Proficient in Primavera P6, MS Project, and MS Office (especially Excel & PowerPoint)
Experience in infrastructure, construction, or oil & gas sectors preferred
Strong understanding of planning principles, cost control, and project management
Excellent written and verbal communication skills
Strong analytical, coordination, and interpersonal skills
Ability to work under pressure and manage multiple priorities
