Our client, a progressing company in the property development sector, is seeking a dynamic and well-connected
Personal Relations Officer cum Legal Advisor
to join their forward-thinking property development team in Dubai. This hybrid role is pivotal in ensuring smooth government relations and legal compliance across the full lifecycle of real estate projects -- from land acquisition and planning to completion and handover.
The ideal candidate will serve as the primary liaison between our organization and local authorities, while also providing expert legal guidance on property-related contracts, disputes, and regulatory matters.
KEY RESPONSIBILITIES:
Public Relations & Government Liaison:
Serve as the official representative of the company with government departments including DLD, RERA, Dubai Municipality, DEWA, and other relevant authorities.
Manage all approvals, permits, NOCs, and licenses related to property development in compliance with UAE regulations.
Maintain and nurture effective relationships with key public sector stakeholders to ensure proactive communication and seamless processing of documentation.
Utilize and navigate government portals such as Ejari, Tawtheeq, Dubai REST, and others with fluency and precision.
Handle immigration, visa, labor card, and other PRO-related functions for senior leadership, as needed.
Legal Advisory & Documentation:
Draft, review, and negotiate real estate contracts, development agreements, MOUs, lease agreements, and other legal documents.
Advise on legal implications of property transactions, zoning laws, land titles, and disputes.
Ensure company's compliance with UAE property laws, off-plan sales regulations, escrow laws, and other statutory obligations.
Provide strategic legal input in joint ventures, acquisitions, and partnership agreements.
Work in collaboration with external legal counsel when needed and oversee dispute resolution processes.
Strategic Advisory & Risk Mitigation:
Identify legal risks in the company's operations and proactively mitigate potential exposures.
Support internal stakeholders (Development, Sales, Project Management) with legal insights to align business goals with regulatory requirements.
Keep abreast of evolving legal frameworks, government reforms, and property regulations in the UAE.
JOB REQUIREMENTS:
Qualification:
Bachelor's Degree in Law (LLB) from a recognized university; Master's Degree or UAE legal certification preferred.
Experience:
Minimum
5-7 years of experience
in a dual role covering government relations and real estate law in the UAE.
Skills & Expertise:
Proven experience in navigating the full cycle of property development projects in Dubai.
Strong command over
government portals and regulatory frameworks
such as DLD, RERA, Ejari, DEWA, and Dubai Municipality systems.
Fluent in
Arabic and English
(both written and spoken) -
Arabic speakers will be given preference
.
Strong legal drafting and negotiation skills with an excellent understanding of UAE civil and commercial laws.
Established network and rapport with key authorities, legal firms, and regulatory bodies in Dubai.
High level of discretion, professionalism, and cultural sensitivity.
