Job Description

The Payroll Manager is responsible for overseeing and managing all aspects of payroll operations for a workforce of approximately

4,000 employees

within the construction industry. This role requires extensive experience in payroll administration, compliance with UAE labor laws, and advanced proficiency in Oracle HCM Fusion. The Payroll Manager will lead the payroll team, ensure timely and accurate salary disbursements, and collaborate with HR and Finance to align payroll strategies with organizational objectives.

Key Responsibilities



Lead and manage end-to-end payroll operations for all employees across multiple sites, ensuring accuracy, confidentiality, and compliance. Supervise the payroll team, providing guidance, training, and performance management. Oversee payroll processing using

Oracle HCM Fusion

, ensuring data accuracy and system optimization. Ensure compliance with UAE labor laws, WPS (Wage Protection System), tax regulations, and company policies. Approve payroll calculations, overtime, allowances, deductions, EOSB (End of Service Benefits), and final settlements. Prepare and submit statutory filings and regulatory reports in a timely manner. Develop payroll policies, procedures, and controls to ensure efficiency and audit readiness. Conduct periodic payroll audits to ensure data integrity, accuracy, and compliance. Collaborate with HR and Finance departments to reconcile payroll data with financial records. Provide payroll-related insights, dashboards, and reports for management decision-making and budgeting. Forecast payroll expenses and contribute to financial planning and cost optimization initiatives. Resolve escalated employee payroll issues, providing timely and accurate responses. Stay updated on changes in labor laws, payroll regulations, and technology trends, ensuring company compliance. Manage vendor relationships for payroll systems, benefits, and external audits. Drive continuous improvement initiatives, including automation and process enhancements, to improve payroll efficiency.

Qualifications, Experience & Skills



Experience:



Minimum

15 years of progressive payroll management experience

, including managing large workforces (3,000+ employees). At least

3-4 years of experience with Oracle HCM Fusion payroll modules

. Prior experience in the

construction industry

is

mandatory

.

Education:



Bachelor's degree in Accounting, Finance, Business Administration, or related field. Professional certifications (CIPD, SHRM, or Payroll certifications) preferred.

Skills:



Strong expertise in payroll laws, WPS compliance, gratuity, and UAE labor law. Advanced proficiency in

Oracle payroll systems and HRIS

. Excellent analytical, organizational, and leadership skills. Strong financial acumen with ability to support budgeting and forecasting. High level of accuracy, integrity, and attention to detail. Excellent communication and interpersonal skills for dealing with employees, auditors, and management.
