The Manger - Payments Platforms will serve as the strategic and technical leader responsible for the modernization, governance, and innovation of the bank's payments ecosystem, with a key mandate to lead the migration from Oracle Flexcube to Oracle Banking Payments (OBP) 14.7. 1. Core Platform Migration
Lead the
end-to-end migration programme
for 6 countries from Oracle Flexcube Payments to OBP 14.7, ensuring alignment with enterprise transformation goals.
Define the overall migration blueprint
, including country-level cutover strategies, milestone charts, and critical path analysis.
Drive
multi-country workshops
to assess local payment workflows, cutover timelines, and compliance mandates.
Supervise all phases of
parallel run strategy
, data cutover testing, and environment transition management in collaboration with Profinch/Oracle.
Establish a

2. Modernization of Payments Architecture
Architect and validate a
next-gen payments architecture

Conduct

Decommission redundant Flexcube components and legacy batch-based interfaces.
Lead the integration of OBP with surrounding ecosystems like

3. Governance and Risk Oversight
Establish a
Payments Migration Governance Board

SLAs, KPIs, NFRs
, and OBP health metrics - integrating them into dashboards for CIO/COO visibility.
Enforce compliance with

4. Stakeholder and Cross-Functional Coordination
Drive
executive-level alignment workshops
with product owners, business heads, operations, compliance, and IT teams across regions.
Translate business strategy into actionable OBP platform deliverables - enabling real-time payments, ISO20022 support, and channel integrations.
Act as the
Payments SME
, advising on product strategy, country rollout roadmaps, and regulatory responses.
Represent the payments track in all enterprise forums, regulatory inspections, and strategic planning discussions.
5. Innovation and Capability Building
Champion next-gen initiatives like:
Real-time payments
ISO 20022 enablement
AI/ML-based fraud detection and intelligent routing
Evaluate PoCs and drive feasibility workshops for innovations such as:
Auto-reconciliation
AI-driven repair logic
Predictive SLA monitoring
Identify OBP enhancement gaps and work with Oracle to push roadmap features beneficial to Mashreq.
6. Vendor and Partner Management
Set up a
vendor governance framework
, ensuring strict SLA adherence, quarterly roadmap reviews, and escalation handling.
Conduct
quarterly review workshops
with Oracle and Profinch for delivery quality, risk resolution, and roadmap alignment.

Build and lead a high-performing cross-functional team including:

Define
internal KPIs

8. Operational Excellence and Service Continuity
Lead the OBP
production stability council
- tracking SLAs, uptime, and error rates post migration.
Review and enhance the BCP/DR strategy, ensuring regional payment hubs have alternate processing models.
Facilitate
post-incident RCA workshops
with Dev, Infra, Business and Vendor teams, ensuring closure of root causes.
Proactively track trends in incident data to implement

9. OBP Migration and Scoping Workshops (Cross-Cutting)
Design and run scoping workshops
across all six countries covering:

Facilitate

with business/ops to define OBP configuration, queue design, and exception handling.
Consolidate findings into a
scoping study report
, feeding into build-phase planning and resource budgeting.
Establish
scoping governance cadence

Responsible for working across business, regulatory, and vendor landscapes.
Operates under the Group Technology governance framework and Digital Transformation Office.
Drives alignment with audit, risk, and compliance policies including cyber-resilience standards.
Interact with project stakeholders from various business and functional reviews
Provide innovative approaches to business problems utilizing existing platforms, AI-ML, Automation tools and solutions
Co-ordination with business and third party stakeholders to manage their expectation
Ensure that the management is (at all times) informed of all regulatory risks, issues and their status
Aligns to the business continuity and Disaster Recovery plans as per technology framework
Problem Solving
Resolve architectural bottlenecks and migration dependencies.
Lead incident root cause analysis and implement permanent corrective actions.
Promote automation, build self-recovering systems, and ensure early issue detection for smoother operations.
