Outage Functional Program Specialist

Job Purpose
Provide support in the form of business planning and outage program development and maintenance to the Work Management (WM) and OUT organizations. Assist division leadership by preparing and updating drafts of functional development plans, schedules and verification of functional readiness. Prepare documents that demonstrate department readiness for outside reviews by audit or oversight groups
Activity:
Program Development and Implementation
Responsibilities and Accountabilities:
  • Contribute to the development and maintenance of the functional development plans for OUT planned and forced outages to ensure plant operational readiness.
  • Implement the functional development plans to ensure alignment across departments:
\xc3\x82 Review the adequacy of the Operational Management System (OMS) to ensure alignment with Work Management and Outage planning processes and procedures.
\xc3\x82 Participate in the transition of work management-related activities between Korea Electric Power Company (KEPCO) and Nawah to diffuse knowledge across the organization.
\xc3\x82 Participate in the development of the functional operating models to ensure due consideration is given to nuclear safety.
\xc3\x82 Participate in the identification of the functional capabilities to support the day-to-day operation of the nuclear power plant.
\xc3\x82 Participate in the identification of the functional building blocks such as Process, Plant, and People, and the cross-referencing of those functional building blocks to the functional capabilities enabled such as Documentation and OMS; Systems, equipment, and tools; Target organization to include summary job descriptions and cross-referenced capabilities to ensure operational readiness.
\xc3\x82 Verify that World Association of Nuclear Operators (WANO) performance objectives are met to ensure operational excellence.
  • Provide identification and scoping support with respect to administrative procedures governing nuclear and non-nuclear activities associated with WM and OUT to ensure alignment of program development and implementation activities.
  • Interface between Nawah plant support organizations, as required, to ensure the successful implementation of the Work Management and Operations (WM&OP) functions.
  • Participate in the preparations for, and conduct of, WANO assist visits and assessments to ensure alignment with industry best practices, including coordination and conduct of the Committee on Nuclear Power (CNP) and Nuclear Safety Review Board (NSRB) meetings, conduct of the Operational Safety Assessment Review Team (OSART) and WANO / assessments as well as any other applicable visits or assessments from regulatory or oversight entities.

Program Development Oversight
Responsibilities and Accountabilities:
  • Assist in reviewing and assessing the context of the Nawah Operating Model, the status of program development for the Work Management, Outage Management (planned and forces outages), and Site Projects functions to ensure programs meet procedural requirements and industry leading practices.

Staff Training and Qualification
Responsibilities and Accountabilities:
  • Participate in the development of appropriate training plans, training materials, and awareness sessions to ensure personnel receive the necessary training and skills required for their development.
  • Keep current with nuclear power plant work management and outage planning best practices, updating colleagues (as appropriate) to diffuse knowledge throughout the organization.

Planning, Monitoring, and Reporting
Responsibilities and Accountabilities:
  • Provide support to the Line Manager by ensuring that the WM&OP functional development schedules are updated and maintained to ensure they are accurate and up-to-date.
  • Maintain program data and performance metrics and track progress against key indicators to measure performance of functional programs.
  • Contribute to the preparation of required progress reports to management and provide logistics and organization support the formal presentation of those progress reports, as required, to communicate performance to stakeholders.

Outage and Emergency Response Organization (ERO) Support
Responsibilities and Accountabilities:
  • Support outage and/or the ERO, as assigned, to ensure safe, reliable and continued operations; this may require shift work/off hours support.

The incumbent is expected to perform standard activities as per attachments 4 & 5 in the procedure (relating to Health, Safety and Environment, Security and Business Continuity, People Management, Excellence and Quality Management
Minimum
N/A

Preferred
  • Related professional licenses and/or certification(s).
Minimum
  • Bachelor of Science degree.
  • 3 years of relevant experience.

Or equivalent as stated in the Procedure (HR-PRC-0004).

Preferred
  • 5 years of relevant experience, out of which:
  • 2 years in Pressurized Water Reactor (PWR) Nuclear Power Plant experience at an operational site and or Advanced Pressurized-water Reactor APR-1400, Open Pool Reactor (OPR)-1000 or Combustion Engineering Nuclear Steam Supply System (CE NSSS) Design, Work Management or Outage Management experience, as applicable for position.
