Job Description

OSS Mechanical and Electrical Commissioning Engineer needed for a Major Offshore Wind developer in Dubai.
Responsibilities:

• Oversee and support Commissioning activities for the OSS for both the Yard works driving the completion of the yard works in order to minimise the amount of commissioning works offshore.
• Ensure that the contractor satisfactorily completes their commissioning works.
• Provide the overview of all commissioning activities for the HVDC system to commissioning team on a regular basis.
• Work with the (Commissioning, Engineering and Quality) and Contractor Technical teams to respond to questions - report quality issues and support their resolution.
• Attend SATs and manage ITPs from a technical perspective
• Provide training and handover to the offshore commissioning team.
• Coordinate and complete the commissioning file.
• Respond to technical questions relating to the readiness to commission.
• Ensure that there is an effective handover of commissioning activities between the yard based and offshore work.
• Client witness and sign off of commissioning works.
• Investigate and report on Faults during the commissioning phase.
• Represent Commissioning team in onshore coordination and SIMOP meetings.
• Support Commissioning Package Manager to ensure required onshore Commissioning procedures are available.
• Responsible for ensuring accurate 'As Built' Drawings and Commissioning Records are kept by the Subcontractor.

Requirements:

• Strong commissioning experience (mechanical + electrical).
• Background with HVDC systems, substations, or marine engineering.
• Experience working with Tier 1 contractors and in client-representative roles.
• Knowledge of HV Safety Rules and safe systems of work.
• Excellent communication and reporting skills (English fluency essential).
• IOSH or NEBOSH certification (for HSE awareness).
• Able to work autonomously in a structured client environment.

• Offshore wind or offshore oil & gas experience.
• Prior work on OSS yard builds or similar EPC commissioning environments.
• Experience managing handover to offshore teams.
