Operations Procedures Manager

Job Purpose

Manage and oversee the development and maintenance of all procedures in the Operations (OP) Function that support the Barakah Nuclear Power Plant (BNPP). Govern and oversee additional Operations activities to support the start-up of BNPP and other support organizations.
Activity:
Operations Procedural Support
Responsibilities and Accountabilities:
  • Manage the development, verification, validation, and update of Operating Procedures to ensure all planned changes to procedures are implemented as scheduled.
  • Oversee coordination with the Nawah procedures organization to ensure Operations procedures are aligned with Nawah criteria and requirements.
  • Conduct technical or administrative activities as part of temporary assignments to other departments based on the needs of the Enterprise, such as Quality Assurance, Plant Operations, Nuclear Oversight, Fuel Load Control Center etc.
  • Develop and execute Operations Procedures improvement initiatives to improve efficiency and maintain alignment with industry standards.
  • Interface with Human Capital to understand the long-term manpower plan for the function.
  • Maintain oversight of all Corrective Actions, Training and Schedule activities within Operations Procedures.
  • Perform monthly reviews with all direct reports regarding personal and departmental performance.

Staff Training and Qualification
Responsibilities and Accountabilities:
  • Manage and monitor coaching provided to Operations Procedures staff to improve performance.
  • Oversee the critical evaluation of performance of individual Operations Procedures staff to develop necessary training to enhance knowledge and skillsets.
  • Verify training programs provide necessary technical knowledge and skills to ensure Operations Procedures staff are properly equipped to succeed in their positions.

Outage and Emergency Response Organization (ERO) Support
Responsibilities and Accountabilities:
  • Support outage and/or the emergency response organization, as assigned, to ensure safe, reliable and continued operations; this may require shift work/off hours support.

Operational Planning
Responsibilities and Accountabilities:
  • Provide input into the development of the Division\'s systems, processes and procedures, as well develop and implement the Department\'s systems and processes, identifying potential areas of improvement to ensure efficient, effective, safe and risk-free operations as well as compliance with corporate and regulatory requirements.
  • Monitor, control and report Operational and financial Key Performance Indicators (KPIs) related to the Department, to track performance and recommend corrective or mitigating actions.
  • Ensure that all relative reports are prepared timely and accurately, and meet the Department\'s requirements and standards.

Health and Safety, Security, and Business Continuity
Responsibilities and Accountabilities:
  • Ensure compliance to all relevant health, safety and environmental management policies, procedures and controls across the Department by the delivery of the Health and Safety Management Program to guarantee employee safety, legislative compliance, delivery of high quality services and a responsible environmental attitude.
  • Follow all relevant Security policies, processes, procedures and instructions to ensure security compliance in all aspects of work, by applying them on self, others and Corporate assets.
  • Ensure the compliance with Business Continuity and Resilience requirements for adherence to policies, procedures and instructions related to the effective planning for, and response to, incidents or business disruptions in order to continue critical business processes and activities with minimal adverse impact

The incumbent is expected to perform standard activities as per attachments 4 & 5 in the procedure (relating to Health, Safety and Environment, Security and Business Continuity, People Management, Excellence and Quality Management

Preferred
Shall meet one of the following:
  • Hold a Senior Operator\'s license/certification, or
  • Have held a Senior Operator\'s license/certification, or
  • Have been certified for equivalent senior operator knowledge, or
  • Have plant operational knowledge consistent with the requirements of the Head of Operations Procedures job.
Minimum
  • Bachelor of Science Degree
  • 10 years of relevant experience:
  • out of which 2 years in a Managerial role.

Or equivalent as stated in the Procedure (HR-PRC-0004).

Preferred
  • Bachelor\'s degree in Engineering or related science.
  • 10 years of experience:
  • out of which 7 years of experience performing SRO level duties on-shift or in an operations support role.
