Operations Control Center Specialist - Roads and Transport Authority (RTA) - Dubai, UAE
Position Overview
The Roads and Transport Authority (RTA) in Dubai is seeking an Operations Control Center Specialist to monitor and govern the performance of operational control centers (OCCs) across the city's transportation network. The role involves overseeing EC3 systems, coordinating emergency responses, ensuring compliance with approved procedures, and preparing detailed reports on performance, incidents, and service availability. This position requires strong analytical skills, technical expertise, and the ability to work in a 24/7 operational environment.

Core Duties

• Operate and monitor EC3 systems linked to OCCs across Dubai's transport network
• Implement contingency plans and drills, documenting challenges and recommendations
• Receive emergency calls, coordinate with the Operations Room, and record actions in IMMCS
• Manage event notifications, observations, and escalation procedures within EC3 systems
• Conduct workshops and training on approved procedures and systems for OCC staff
• Prepare daily reports including Post-Peak, Incident, and Performance Reports
• Ensure readiness of technical systems in control rooms and backup OCCs, reporting to supervisors
• Operate Mobile Command Vehicles (MCV) during emergencies and major events
• Monitor and govern operations across traffic, metro, bus, tram, taxi, and marine OCCs to ensure service continuity and immediate escalation during disruptions
• Analyze operational data including ridership, travel times, and performance metrics, preparing detailed reports and forecasts
• Ensure compliance with KHDA, UAE laws, and RTA's Emergency and Crisis Management framework
• Coordinate with internal teams and external stakeholders to accelerate recovery during weather events or disruptions
• Support decision-makers in Gold and Silver Command Control Rooms during crises

Candidate Requirements

• Diploma or Bachelor's degree in Business Administration or equivalent
• Diploma holders require 8 years of relevant experience; Bachelor's holders require 2 years
• Practical experience in operational control centers or transportation network management preferred
• Strong analytical and problem-solving skills with ability to prioritize concurrent projects
• Advanced computer skills and familiarity with systems such as EC3, IMMCS, AVM, and iTraffic
• Excellent communication and interpersonal skills in managing emergencies and collaborating with diverse teams
• Proven ability to evaluate service effectiveness, prepare detailed reports, and recommend improvements
• Flexibility to work shifts, including nights, weekends, and public holidays
