Operations Control Center Officer - Roads and Transport Authority (RTA) - Dubai, UAE
Position Overview
The Roads and Transport Authority (RTA) in Dubai is hiring an Operations Control Center Officer to manage the EC3 systems linked to operational control centers across the Emirate. The role ensures smooth and safe operations of Dubai's multimodal transportation network by monitoring traffic, metro, bus, tram, marine, and taxi services, responding to incidents, and coordinating with internal and external stakeholders. The position requires strong technical, analytical, and communication skills to support 24/7 operational readiness.

Core Duties

• Prepare daily operational reports including incident and performance updates for Dubai's transport network
• Respond to unplanned events received through EMMS C2, Dubai Police, and other agencies, verifying notifications with tools such as CCTV, GIS maps, and OCC communication
• Monitor and govern operations across traffic, bus, metro, tram, marine, taxi, and smart monitoring OCCs to ensure service availability and compliance with procedures
• Operate Mobile Command Vehicles (MCVs) during emergencies and major events, relaying updates to main and command control rooms
• Escalate service disruptions and emergency-level incidents to relevant authorities immediately
• Oversee planned event and crowd management operations at transport hubs through CCTV and OCC systems
• Handle emergency and crisis communications through IMMCS, TETRA radios, SMS, and emergency call systems, ensuring proper documentation and escalation
• Register incidents in EMMS C2 and document actions taken by OCCs in accordance with approved procedures
• Support coordination between internal teams and external entities during crises, ensuring timely reporting to supervisors
• Perform additional duties assigned by the direct line manager or Department Director

Candidate Requirements

• Diploma or Bachelor's degree in Business Administration or equivalent from an accredited university
• Diploma holders require 5 years of experience; Bachelor's holders require 0-2 years of experience
• Previous experience in operational control centers or transport network management preferred
• Strong knowledge of transport monitoring systems such as EMMS C2, IMMCS, AVM, and iTraffic
• Strong analytical, problem-solving, and reporting skills with high attention to detail
• Ability to work under pressure and handle emergencies in a 24/7 shift environment
• Excellent communication and teamwork skills for coordinating with multiple stakeholders
