Job Description

We want a Operations Manager to oversee and integrate the fabrication, construction, and field service operations for pipeline and storage tank projects. This role is responsible for ensuring the efficient execution of all projects from the workshop to the site, adhering to quality, safety, schedule, and budgetary targets. The position reports directly to senior management/ownership.

Key Responsibilities:

Plan, coordinate, and oversee the daily operations of fabrication workshops, field construction crews, and logistics for multiple concurrent projects. Develop and implement project execution plans, resource allocation schedules, and manpower deployment strategies in coordination with Project Managers. Ensure all fabrication (welding, coating) and field construction (tank erection, pipeline installation) activities comply with project specifications, API standards, and HSE regulations. Manage the operational budget, control costs, and optimize the use of equipment, materials, and labor. Lead, mentor, and develop supervisory staff across fabrication, construction, and quality control departments. Interface with the Engineering and Design department to ensure workshop and site readiness for fabrication and construction activities. Oversee the maintenance, calibration, and safe operation of all workshop machinery, welding equipment, and heavy lifting gear. Ensure strict adherence to all company and client HSE policies on all sites and in the workshop, fostering a culture of zero incidents. Resolve operational bottlenecks and technical issues that arise during fabrication or construction, coordinating with technical leads as required. Prepare and present regular operational performance reports to senior management, including progress, safety metrics, and productivity analyses.

Requirements:

Bachelor's degree in Mechanical Engineering, Civil Engineering, or a related field. A Master's degree in Business Administration or Operations Management is a plus. Minimum of 10 years of experience in operations management, with a significant portion within the oil & gas, pipeline, or heavy steel fabrication/construction industry. Proven hands-on experience managing fabrication workshops and large field construction crews for industrial projects. In-depth technical knowledge of welding processes, steel fabrication, API tank construction standards, and pipeline installation methods. Strong leadership, communication, and decision-making skills with a proven ability to manage multidisciplinary teams. Proficiency in project management and planning software (e.g., MS Project, Primavera). Comprehensive understanding of international HSE standards and quality management systems. Fluency in English is required; knowledge of Arabic is an advantage. Willingness to travel frequently between the workshop and various project sites.
