Position Summary

The NOC (Non-Objection Certificates) Engineer is responsible for coordinating, preparing, reviewing, and obtaining NOCs from relevant UAE (Dubai) government authorities for all road and infrastructure projects. The role ensures that project designs, utility diversions, and construction activities comply with the regulations of Dubai's authorities such as RTA, DEWA, DU, Etisalat, DM, and other stakeholders. This position is critical for ensuring timely project approvals and avoiding delays during the execution phase.

Prepare, review, and submit NOC applications for road works, utility works, excavation, traffic diversions, and infrastructure designs. Ensure compliance with all requirements set by authorities such as RTA, DEWA, Etisalat, DU, DM, DSO, TECOM, and others. Coordinate with design teams to ensure drawings comply with authority standards before submission. Follow up with government authorities to obtain timely approvals. Attend meetings with RTA, utility agencies, developers, and consultants for NOC matters. Clarify comments/queries from authorities and ensure revisions are completed promptly. Review civil, infrastructure, and utility drawings (roads, drainage, sewerage, potable water, telecom, electricity). Ensure drawings meet authority standards and guidelines before NOC submission. Coordinate design modifications based on authority feedback. Monitor NOC status and maintain NOC tracking logs for all projects. Support construction teams with NOC requirements for site works, traffic diversions, excavation permits, and utility protection. Provide technical input regarding conflicts between proposed works and existing utilities Maintain a comprehensive database of all submissions, approvals, comments, and updates. Prepare weekly and monthly NOC progress reports for management and project teams. Ensure all NOCs and related correspondence are logged and archived properly. Stay updated with latest regulations, manuals, and procedures issued by Dubai authorities. Ensure all NOC activities align with HSE, construction, and traffic safety standards

Education

Bachelor's Degree in Civil Engineering, Infrastructure Engineering, or related field.

Experience

5-10 years of experience in NOC engineering, utility coordination, or related roles. Experience in Dubai infrastructure projects with RTA, DEWA, Etisalat, DU, DM, and other authorities is essential. Strong familiarity with road works, utility networks, and infrastructure design.

Technical Skills

Strong knowledge of utility networks: water, sewerage, drainage, electricity, telecom, irrigation, and street lighting. Proficiency in reviewing and preparing infrastructure drawings. Knowledge of AutoCAD. Understanding of authority guidelines (RTA Civil/Utilities Manual, DEWA standards, etc.).

Pay: AED10,000.00 - AED15,000.00 per month
