HSE Country Lead / EMIS at Siemens Energy



The QEHS Country Lead is responsible for driving Siemens Energy's commitment


to excellence in Quality, Environment, Health, and Safety across all Moroccan operations (~140


employees). This role ensures legal compliance with Moroccan laws, alignment with Siemens Energy


global standards, and the promotion of a proactive "Zero Harm" and sustainability culture. The position


acts as the key interface between global QEHS governance, local operations, and national authorities.


As EMIS, this role is responsible for the management of environmental, health and safety topics, and


defines and ensures the implementation of the strategy, policies and guidelines related to the function


throughout the company or assigned organization (ON SEA region and Morocco/Mauritania).

How You'll Make an Impact



Ensure compliance with Moroccan labor, safety, and environmental laws (Code du Travail, Law 18-12, and related decrees). Maintain a legal register and ensure continuous updates based on new regulations. Advise management on statutory obligations and compliance risks. Health, Safety & Hygiene Governance Establish and chair the legally required Comite de Securite et d'Hygiene (CSH). Conduct quarterly CSH meetings, ensure proper documentation, and follow up on recommendations. Oversee accident reporting, inspections, and audits to ensure safe working conditions. Oversee the implementation of health, safety, security and environmental policy and programs. Implementing HSE management systems Providing information to the Directorate General and to the regional and global functions of SGRE on health, safety and environment. Ensure effective communication on health, safety and environment with internal and external stakeholders and authorities. Lead site-wide risk assessments and hazard identification. Implement preventive and corrective measures to mitigate workplace risks. Manage emergency response plans, fire protection, and evacuation procedures. Design and execute mandatory QEHS training plans for employees and contractors. Ensure compliance with Article 317 of the Labor Code by designating certified first aiders. Develop internal communication campaigns to strengthen safety and environmental awareness. Ensure compliance with Moroccan environmental regulations on waste, emissions, and resource management. Implement and monitor ISO 14001-aligned environmental systems. Track environmental KPIs and report to local authorities and regional management. Maintain and improve local quality management systems in line with ISO 9001. Conduct audits, root cause analyses, and promote continuous improvement initiatives. Collaborate with global QEHS teams for best practice sharing. Provide regular reports to country and regional leadership on QEHS performance. Represent Siemens Energy during inspections and audits by Moroccan authorities. Ensure transparent communication with all stakeholders and corporate functions. Authorized to stop any work presenting imminent risk to health, safety, or environment. May request and lead audits or investigations related to incidents and compliance. Has direct access to top management for urgent or escalated QEHS matters.

What You Bring



Master's degree in engineering, Environment, Industrial Safety, or related field. Minimum 8 years of experience in QEHS management within industrial or energy sectors. Certification in ISO 9001, ISO 14001, and ISO 45001 systems preferred. Strong command of English and French (Arabic is an advantage). Proven leadership and ability to drive organizational culture change. Deep understanding of Moroccan QEHS legislation. Excellent communication, facilitation, and coaching skills. Strategic thinking with hands-on operational leadership. Strong analytical and reporting skills with focus on performance metrics.
