Job Description

A s one of the most advanced and modern rail systems, the Dubai Metro is reliant on powerful systems to ensure we provide a safe and reliable service, and that our assets continue to perform optimally.
We are seeking an experienced and passionate individual to act as the overall custodian and champion of the business EAM (Enterprise Asset Management) system, IBM Maximo, across the Engineering & Maintenance (E&M) department and wider business. Maximo is commonly referred as MMS (Maintenance Management System).
The MMS forms an essential strategic element of asset management, supporting the delivery of world-class performance. The MMS Manager will assume overall responsibility for the MMS, in order to provide assurance and compliance with industry and best practices, and to capture and detail development opportunities or requirements to be planned accordingly.
The MMS Manager will work within the Engineering & Maintenance (E&M) department and report to the Asset Performance Manager. They will be responsible for leading a team of MMS Database Administrators and providing functional management for the MMS Solution Architect Manager, supporting to drive system enhancements and developments which are designed to enhance our asset management and data capture and integrity capabilities.
MAIN RESPONSIBILITIES
Act as the primary custodian and champion for the MMS in order to strengthen our EAM knowledge and understanding, and drive system developments and integrations as required.
Ensure system availability as per approved management procedures and other documented requirements.
Ensure completeness and accuracy of MMS asset information, incorporating periodic reviews and updates as required, and appropriate recommendations or solutions in order to address any gaps.
Lead with confidence a team of MMS Database Administrators in order to design, implement and administer IBM Maximo asset database health management tasks.
Provide functional management to the MMS Solution Architect Manager in order to develop a comprehensive system development roadmap, incorporating requirements gathering and scoping and development of works packages.
Ensure capture and documentation of all system changes, and adherence and compliance to the ACCA (Asset Configuration Change Application).
Act as the lead for the delivery of all MMS related Committed Obligations (CO), in line with agreed timescales, including GIS integration, Maximo Mobile implementation.
Ensure completion and adherence of all MMS related Planned Maintenance (PM) activities.
Development and standardization of comprehensive MMS and Asset Management related business processes, procedures and work instructions to ensure completeness and alignment with system processes and workflows.
Develop and foster collaborative and trusting working relationships with both internal and client-based stakeholders.
Develop and provide interface with key Maximo and Asset Management experts across the wider Keolis, MHIE and Mitsubishi Corporation in order to learn and share knowledge and best practices.
Provide technical leadership and mentoring to members of the team, including guidance against best practice, upskilling and identification of training requirements.
Develop MMS knowledge and understanding across the business, including development and delivery of training materials and sessions, and establishment of working groups and forums.
Performance and carry-out ad-hoc activities or duties as instructed/directed/agreed with the Asset Performance Manager or other Senior Management.
Collaborate and work with other Asset Management and Maximo experts across the wider Keolis, MHI, and Mitsubishi Corporation to establish effective forum for sharing EAM expertise.
KEY SKILLS
Expert knowledge of IBM Maximo CMMS 7.6, with proven track record of delivering system developments, integrations and requirements, with experienced leadership and management of technical teams in order to fulfil.
Experienced development of business processes and documentations for IBM Maximo 7.6 (Work and Asset Management, Procurement, Inventory, etc).
Well versed and updated in the IBM Maximo add-ons (e.g. GIS, BIM, Linear, QHSE, Scheduler etc.), and other operational asset tracking solutions supported by experience and understanding of solution integrations.
Capacity to efficiently manage the general administration of Maximo (licensing, user management, etc).
Ability to communicate effectively at all levels, with an ability to translate complex technical requirements for non-technical audiences (written, verbal, presentation, etc).
Strong problem-solving skills, with an ability to apply sound or logical judgement in order to make appropriate recommendations and/or propose innovative and viable solutions.
Ability to develop and foster trusting working relationships at all levels, including both internal and client-based stakeholders;
Self-motivated, resilient and proactive, with an ability to effectively management and prioritise multiple workstreams in a fast-paced environment and respond quickly and effectively to unanticipated workloads.
Demonstrate a high attention to detail and committed to system and data integrity, driven by a relentless pursuit of excellence.
Demonstrate a willing to share opinions and contributions, challenge the 'norm' and others, and propose ideas and suggestions to improve and streamline working practices.
Ability to influence wider organizational culture through systemic and sustainable approaches.
Ability to represent Keolis-MHI as a credible ambassador to regulatory bodies, clients and senior stakeholders.
Business Software: SQL, Ms Office, Visio.
Proficient in Visio would be an advantage.
Fluent in English, including written and verbal.
EXPERIENCE
Minimum 10 years' experience of MMS (Maximo) implementation 7.6.x in a specialist or business consultant based role.
Demonstrable experience and track record of Maximo developments, implementations and integrations in a metro / light rail environment or other asset intensive sector.
Experience of leading technical teams in order to fulfil requirements and deliverables.
Comprehensive understanding of asset management business processes to deliver operational excellence using MMS tools.
Experienced development of technical documentation, including system requirement, design specifications).
Experience of change and configuration management.
EDUCATIONAL & PROFESSIONAL QUALIFCATIONS Bachelor's or Master's degree in Information Technology, Engineering, Computer Sciences or related discipline.
IBM Maximo Technical Certifications. Member of Professional Institute i.e. IEng/CEng or Membership of Institute of Asset Management at any level is desirable.
