Job Summary and Purpose

To ensure that Nakilat's facilities management responsibilities under the Lease and User Infrastructure Agreement, or any other agreements impacting thereon, are appropriately exercised. Work in coordination with the Chief Shipyard Management Officer and members of the Shipyard Group, and other departments within Nakilat and its Shipyard Operating Companies, to facilitate the effective delivery of performance management programmes, while ensuring that the 'Intelligent customer' status of Nakilat, in its supervision and management of the Joint Ventures, is maintained and demonstrated. The role calls to provide professional engineering and project management advice, guidance and oversight of all matters relating to the operation and maintenance of shipyard facilities and to manage the engineering and construction of new facilities, modifications to existing facilities and other development work, as required.

Accountabilities

Key Accountabilities: LEASE & USER INFRASTRUCTURE AGREEMENT 1. Interface with QP/RLC and other State entities relating to the management, operation and maintenance of the Shipyard, on behalf of Nakilat. 2. Assist and advise Nakilat and the Shipyard Operating Companies in the development, implementation and maintenance of plans to meet obligations under the JV Agreements, Lease & User Infrastructure Agreement and any future agreements impacting thereon.

CONTINUOUS PERFORMANCE IMPROVEMENT 3. Lead, on behalf of Nakilat, and assist Shipyard Operating Companies with the definition and development of appropriate results-orientated performance metrics and key performance indicators for monitoring of processes and improvement initiatives for maintenance of MEPI services. 4. Implement, on behalf of Nakilat, optimization of shipyard maintenance strategies and procedures. Advice, support and monitor Shipyard Operating Companies in the performance improvement of MEPI services maintenance activities. 5. Implement the Shipyard's Performance Management and Improvement System, for those areas relating to maintenance of MEPI services. 6. Carry out assessment and/or Audit of process improvement progress in timely and consistent manner and in accordance with industry practices and Nakilat procedures, where appropriate. OPERATION & MAINTENANCE 7. Provide professional project management advice, guidance and oversight to Nakilat and to the Shipyard Operating Companies of all matters relating to the shipyard MEPI Services. 8. Provide professional engineering advice, guidance and oversight to Nakilat and to the Shipyard Operating Companies on facility engineering matters, including MEPI services management. 9. Lead, on behalf of Nakilat, the review of current Shipyard maintenance strategies and procedures and ensure implementation of appropriate measures to safeguard Nakilat's maintenance responsibilities for MEPI services. 10. Work with other Shipyard Group Section Heads, Nakilat Departments and Shipyard Operating Companies to define Scopes of Work for Consulting Engineers and Contractors responsible for undertaking performance improvements, development work and maintenance activities.

ENGINEERING AND CONSTRUCTION OF NEW FACILITIES AND MODIFICATIONS TO EXISTING FACILITIES 11. Work with the Chief Shipyard Management Officer, other Section Heads and Shipyard Operating Companies and be responsible for defining an Execution Strategy for additional MEPI systems, modifications to existing MEPI systems, or other development work as required, including: Project Definition; Identification of Work Packages; Contracting Strategy; Risk Management; Organization Management; HSE Management; Quality Management; Interface Management; Project Controls; Procurement and Logistics; Engineering Management; Construction Management; Preparation for Start-up; and Hand-over / Close-out Management. 12. Work with the Chief Shipyard Management Officer other Section Heads and be responsible for the management of Consulting Engineers, Contractors and Vendors / Suppliers in the execution of their Works, for additional MEPI services or modifications to existing MEPI services, including; creation of schedules (timelines), preparation of budgets, scopes of work, evaluation of tenders, preparation of contracts, management of technical documentation, implementation of appropriate procedures, supervision, interface management, monitoring and reporting.

QUALITY 13. Work with other Section Heads to establish and maintain a library of technical documents related to the design, construction, operation and maintenance of the Shipyard (e.g., Project Dossiers, maintenance standards, norms, standard contracts, materials specifications, etc.). HEALTH, SAFETY & ENVIRONMENT 14. Assist and advise Nakilat and the Shipyard Operating Companies in Emergency Response Planning with particular emphasis on MEPI services. RISK MANAGEMENT 15. Work with the Chief Shipyard Management Officer and others to protect Nakilat's property for which the Shipyard Group is responsible (including intellectual property). 16. Work with the Chief Shipyard Management Officer, other Section Heads and Shipyard Operating Companies and be responsible for implementing the structure and performance of the Shipyard Group Risk Management Plan ensuring the incorporation of: Methodology, Roles and Responsibilities, Budget, Timing, Categories, Probability and Impact, Stakeholder Tolerances, Reporting and Tracking. REPORTING 17. Assist Chief Shipyard Management Officer to prepare reports required by Nakilat. 18. Report to Chief Shipyard Management Officer weekly / monthly (or as may otherwise be requested).

Contribute, as required, toward development of the Nakilat Strategic Planning process. 22. Assist the Chief Shipyard Management Officer with provision of information to support negotiation of leases for use of the Facilities by Nakilat and its Joint Venture Strategic Partners. 23. Provide support to Nakilat General Services Section, as required, relating to M&E Services within all of Nakilat's facilities (offices, operational areas and accommodation). 24. Such other duties or Delegation of Authority as the Chief Shipyard Management Officer may reasonably assign.

Qualifications, Experience and Job Skills

Qualifications: . B.Sc. or equivalent in Mechanical or Electrical Engineering with good working knowledge of other disciplines. . Membership of an appropriate international professional body. . Registered as (or formally working towards) Chartered Engineer or equivalent Experience: . 8 to 12 years' of related experience, including 5 years of experience in a senior on site project management role. . 5 years of experience in shipyard operations and maintenance and supporting MEPI services Job Specific Skills: . Excellent oral/written/spoken English . Experience in interpreting building design codes . Strong HSE orientation . Well-developed analytical, presentation and reporting skills . Fully proficient in MS Office (especially, MSWord; MS Project; MS Excel and MS Access). Experience in establishing and managing databases . Proficiency in a 2-D CAD system (e.g. AutoCAD) would be an advantage . Experience in management of Consulting Engineers, Contractors and Suppliers/Vendors . Fluency in Arabic would be an advantage . Experience of working in Qatar would be an advantage
