Job Description

Job Purpose To assist the Head of Mechanical and Mechanical Supervisor in leading and coordinating the activities of the Mechanical Section. Provides professional work involving planning, execution and coordinating the installation, maintenance, modification and shutdown/turnaround activities related to Mechanical equipment and systems on company Vinyl in collaboration with all related internal and external parties Guide and direct the assigned contractor teams on the effective execution of daily maintenance/modification/shutdown/turnaround activities in line with the defined schedules in order to review and evaluate equipment performance and support in all initiatives to enhance productivity, uninterrupted operations and process improvements.

Key Accountabilities

]Maintenance Activities (Mechanical)

Work in close coordination with the Head of Section; participate in the annual budget preparation procedures, providing input to other Sections in Maintenance and Operation Department. Initiates budget proposal, determine manpower requirements for inclusion. Prepares activity plan for the forthcoming year for incorporations in the overall plan. Prepares budget proposal for operating and capital expenditures based on the annual plan for maintenance activities. Support the delivery of mechanical services for assigned projects, maintenance, and modifications, ensuring the implementation of safe, timely and cost-effective solutions to meet business requirements. Analyze the reliability of the plant equipment by using high technology diagnostics techniques and also techniques based on probability, analysis or other analytical techniques which can be applied effectively to the analysis of outages of assets requiring maintenance. Prepare detailed machinery reliability and performance monitoring checklists, and estimated man-hour and job requirements. Monitor and oversee the execution of machinery reliability management programs and activities as per defined guidelines. Troubleshoot critical problems or breakdowns and conduct investigations, diagnose faults, and determine the best action for remedy and ensure that proper repairs are done in line with company quality and HSE standards. Help in resolving complaints related to performance or reliability of major machinery units. Evaluate innovative technologies, identify opportunities for improvement and recommend changes/upgrades to maximize reliability of plant major static equipment. Assist in analyzing and evaluating problematic equipment/system with repeated maintenance and recommend replacements. Recommend changes to the equipment model for standardization or other purposes as deemed to be necessary to improve reliability and availability and reduces maintenance cost. Participate in the investigation and specification of modifications to existing systems; Prepare preliminary submissions including technical specifications and materials for modifications together with accompanying drawings, process diagrams and cost estimates. Carry out detailed data collection, analysis of data and root cause analysis, study for repeated failure incidents of various plant assets. Participate in preparing feasibility studies and prepare job packages for new installations, replacement or repair of existing rotating/static equipment including technical evaluation, specifications, and materials for modifications together with process diagrams and cost estimates; prepare for follow up reports and evaluation on the modifications completed. Participate in the preparation of internal procedures and instructions and the development of the preventive maintenance programs, ensuring the implementation of inspection recommendations to improve integrity and reliability of the plant. Review annual requirements for manpower or special equipment hire for maintenance purposes, analyzing manpower utilization and materials usage data to ascertain detailed needs. Raise necessary documentation to initiate contract negotiations for ongoing manpower requirements or hire agreements for equipment. Prepare tender documents for all requirements within the mechanical maintenance department and participate in the technical evaluations/verifications of contractors/suppliers during the tendering process to facilitate effective selection of contractors to suit project requirements. Carry out site survey for job estimation, job inspection and job execution. Inspect the contractors work while in progress to ensure it is being carried out in accordance with agreed terms and conditions and to the standards required and report any deviation. Act as Inspections contact person regarding FIR (Field Inspection Report). Ensure mechanical activities are executed according to specification, within budget, with the contract scope of work and meets time schedules while highlighting any non-conformances. Verify the final quantity of the work performed by the contractors and ensure that it is meets quality requirements to initiate the payment process with Finance. Liaise closely with staff engineers of other departments to ensure that maintenance work is carefully integrated into the on-going maintenance and production operations, especially during periods of plant shutdowns.Turnaround/Shut down Operations for Mechanical

Carry out site survey for Mechanical SD job estimation, job inspection and job execution. Inspect the contractors work while in progress to ensure it is being carried out in accordance with agreed terms and conditions and to the standards required and report any deviation. Participate in planning of major equipment, plant shutdowns or turnaround maintenance, providing guidelines for the preparation of critical paths Participate in the preparation of feasibility studies and job packages for new installations, replacement or repair of existing mechanical/plant and equipment including technical evaluation, specifications, and materials for modifications together with process diagrams and cost estimates; prepare for follow up reports and evaluation on the jobs completed. Coordinate the work of assigned contractors at onsite or in the workshop, ensuring safe, efficient, economic execution of maintenance activities for optimizing maintenance resources and cost and propose outsourcing of jobs to contractors where deemed necessary in line with company requirements and resource optimization initiatives. Work in close coordination with the Mechanical Supervisor and Engineers to implement the companys Mechanical shutdown/turnaround programs ensuring safe, efficient, and economic application of procedures. This includes the coordination between workshop and maintenance planning to implement optimal maintenance operations. Ensure that all maintenance & shutdown/turnaround documentation is completed correctly including the history, outlining the fault, method of repair and the time, labor and materials used to support timely availability of information. Verify the final quantity of the work performed by the contractors and ensure that it is meets quality requirements to initiate the payment process with Finance. Carry out various audits on work orders and items repairs in the workshop to ensure compliance with quality standards. Liaise closely with staff engineers of other divisions to ensure that maintenance work is carefully integrated into the on-going maintenance and production operations, especially during periods of plant shutdowns.Stock Control

Guide the preparation of annual requirements for equipment, spare parts and general materials for the Mechanical Department to support timely availability of requirements as per maintenance plans. Create and verify new and existing mechanical equipment spare parts and ensure the spare part level is correct from a technical, plant reliability and economical point of view. Participate in Technical evaluation of Mechanical spare parts/equipmentService Legal Agreements

Assist in developing proposals and scope of work for tendered service agreements ensuring alignment to legislative standards and corporate governance frameworkTraining

Support, provide and conduct the ongoing training programs for Qatari national employees to facilitate the development of national talent in line with the strategic objectives. Provide on the job training to new and existing employees to develop talent among the department. Develop awareness of the company RC (Responsible Care) 140001 policies and management systems among the department.System Administration

Assist in the effective administration of SAP processes within the assigned mechanical section and adherence to SAP guidelines in all related aspects of annual and monthly planning, scheduling, master data management, in order to ensure system/data integrity in line with defined company standards. Update the system documents as necessary to comply with quality standards.Networking

Develop and maintain effective business relationships with all relevant internal departments and external entities such as contractors, and service providers etc. with highest standards of business ethics, whilst promptly attending to all critical technical issues in-order to ensure the services required by the organization are delivered in the most effective manner.Continuous Improvement

Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude. Collaborate with HSE and Quality on related issues such as process safety, maintaining and updating system documentation and continuous improvement systems, etc. to achieve and exceed target standards. Participate in conducting relevant emergency procedures and activities during any emergency situation (including site emergencies, ECC establishment, etc.) in order to ensure protection of company resources in line with defined HSEQ policies and procedures. May act as Head of Section in his absence. Participate on the 24 hours on call duty roster.Statements and Reports

Provide inputs and support in the preparation of timely and accurate departmental statements and reports to business coordination unit to meet company's and department requirements, policies and standards. Record and report work completion, job status and other required data from the Mechanical Department to the Management and Operations to facilitate strategic decision making.Related Assignments

Perform other related duties or assignments as directed. Qualifications and Experience

Bachelors degree in mechanical engineering or equivalent from a reputable university. 5 years of relevant experience in Petrochemical or Oil and Gas sectors with at least 3 years of growing supervisory/team leadership responsibilities. Job-Specific Skills (Generic/Technical)
